What does the small white star on some cards and components mean, and do the starred citizen cards go in every game?
Several players give the same explanation; there is no official ruling.

The star marks material unlocked during the campaign, from the red punchboards. It can be left out for a simpler first game. The starred citizen cards are advanced cards introduced by the campaign rules, so you add them only when you choose to.
