Can the Trader take an Offering without a Worker at the Long House?

Yes. Discard the Trader at the Town Hall and make the Offering at reduced cost as part of that action, then pick up a Worker for your second action. The effect is used immediately and cannot be saved for later; no Worker needs to be at the Long House.
