What are the multiplier tiles for, and do they raise the 8 silver / 8 provisions limit?
No, the per-player limit stays at 8 of each. The multiplier tiles only stand in for extra silver and provisions so the supply can cover 5-6 players (up to 48 of each); they do not apply to plunder.
