You may hold at most 8 cards, 8 Silver and 8 Provisions, counted separately, and the limit is checked only at the end of your turn. You can go over mid-turn, for example by drawing at the Gate House, and discard down afterwards. Plunder has no limit, hired crew do not count toward the hand, and Mead has its own separate limit.
