When is the start player decided?
The rulebook describes the water-disc flip and the designer explained its timing and allowed deciding earlier for card draws.

After both players have chosen their camps, by flipping a water disc; the designer made it that way on purpose so camp choices aren't swayed by turn order. If you prefer, you can decide the start player before opening hands are drawn and then draw in turn order, which the designer allows.
