When do the water discs on cards come off?
The rulebook's Actions cleanup rule sets the timing; the designer adds that the discs are only reminders.

At the end of your turn, when all spent water goes back to the supply. The discs on cards are only reminders; in Replenish you collect your water from the supply, not from the board. This is why a person you played last turn is ready again on your opponent's turn.
