Oasis lowers a person's cost by 1 when played into its column while no people are in front of Oasis, so a 1-cost person can cost 0. It applies to the column rather than the turn, so a second person played into the same column that turn is not discounted, but a person played into another column that qualifies is. It only discounts actual person cards, not punks, and it works with Parachute Base.
