Why junk a card when I can pay 2 water to draw?
This follows directly from the rulebook's Junk Card and Draw Card actions.

Junking costs no water and gives you the card's junk effect, but it only discards the card from your hand and does not draw. Paying 2 water for the Draw Card action is how you refresh your hand. They solve different problems and can be combined.
