Can Juggernaut advance when no person is in front of it, and does it fall back if the person behind it dies?
Reasonable reading of the Juggernaut FAQ supported by two players; the designer did not rule on this exact question.

Yes, it can advance with nobody in front. It does not need a person to pass, and it stays where it is if a person behind it is destroyed. When Juggernaut itself is destroyed it is placed facedown in the camp row.
