Does a destroy effect need its target to be damaged, and can it hit a protected card?

The designer said destroy is always accompanied by targeting text, and that text overrides the default; the rulebook gives no default target rule for Destroy.

No. A destroy effect never needs its target to be damaged first; only a second damage destroys a card. The destroy icon never appears alone, so each card's own text says what it can hit. Words like "all" or "one of" ignore protection, but a card that says "unprotected" (like Resonator) still respects it.
