Can I use an ability or junk effect if part of it has no valid target?
The designer stated this in 2024, repeating earlier publisher and designer answers.

No — to use an ability or junk effect you must be able to carry out all of it, so you cannot start one that has no target. Playing a person or event is different: you may play it even if its trait or effect will do nothing.
