Game Setup
- Assemble the board in the center of the play area. Match the numbers on the scoring track to place the pieces in the correct layout. Place the Island standees onto their matching animal islands. Note: islands on the outer ring have standees, but the islands closest to the Lighthouse do not.
- Place the Lighthouse standee on Pebble Rock in the center of the board.
- Place Maisy the Whale at the Watcher's Rest space closest to the Lighthouse.
- Place Larry the Shark at the Old Shipwreck space closest to the Lighthouse.
- Place the Dread Pirate Roberto on the Dolphin Island space closest to the Lighthouse.
- Shuffle and place the four Treasure tokens number side down on the Treasure symbols marked on the four outer islands.
- Organize the other tokens into easy-to-reach piles near the board: Fish, Jetstream, Passenger, and Cargo.
- Assemble the Round Tracker Board and place it onto the table next to the Main Board. Shuffle all of the Item cards together and place them face down to form the Item deck. Reveal three cards and line them up at the top of the Round Tracker board to create the Market. (Players have a chance to acquire these Items when they end their turn on one of the Market islands: A Meerkat Mount, B Meerkat Market, C Walrus Hut, D Walrus Shack.)
- Shuffle the Delivery cards together and place them face down to form the Delivery deck at the bottom of the Round Tracker board. Place three cards face up next to the deck and place the three Delivery standees on the board on the islands shown on those cards. These standees (E, F, G) draw attention to islands where deliveries and passenger pick ups can be made. If you reveal a Delivery card for an island already present on the Deliveries row, shuffle the newly-revealed card back into the deck and reveal another card.
- Each player chooses a character to play and takes the matching Player board. They all have the same abilities, so just pick one you like. Starting with the youngest player, place your character's boat on one of the dock spaces around the Lighthouse.
- Shuffle the Assignment cards and deal two to each player. Each player chooses one to keep. Return all the other Assignment cards to the box. If you complete your chosen assignment, it's worth extra points at the end of the game.
- Take the Cargo Upgrade card for your character and place it near your Player board. You'll need this later if you acquire a "Cargo Upgrade" Item card.
- Take four Cargo tokens and set them on your Player board in the Cargo spaces in the boat on your player board.
- Take three fish and place them in the Net space in your Player board. It doesn't matter if it's three single Fish tokens or one triple Fish token.
- Place the "Brock the Badger" Round Marker on space 1 of the Round Tracker board. (He will be keeping track of the rounds for us.)
- Take your character's Player Score marker and place it beside the 1 space on the score tracker that surrounds the outside of the main board.
How To Play
The person who most recently received something in the mail is the first player.
When the game is set up and the group is ready to go, the first player starts their turn. Play proceeds clockwise after this.
On Your Turn
1: Decide which dice to roll
If you would rather move at a slower speed and gather fish or get cargo from Maisy, roll the Steady dice and the Resource dice.
If you want to move fast and risk losing fish to Larry the Shark or cargo to the Dread Pirate Roberto, roll the Speedy dice and the Danger dice.
If you are the player with the fewest points, you may roll the Speedy dice with the Resource dice. If you are tied for fewest points, this does not apply.
2: Roll your chosen dice
Roll your chosen dice and resolve the Resource or Danger dice. If your roll gave you a special symbol on the Resource or Danger dice, see the Resource and Danger Dice section for what to do with that symbol.
3: Move
Move your boat along the dotted lines on the board up to the number of spaces indicated by your roll.
You may pass through a space occupied by another player or character, but you are not allowed to stop on them. If you pass through characters like Maisy, Larry, and Roberto, you will have to interact with them. See below for details.
After moving, you may discard any number of Fish tokens from your Player board to move one extra space for each fish you discard.
Interacting with other characters
While you're out delivering packages around Pebble Rock, there are a few important characters you'll likely run into. These characters are Maisy the Whale, Larry the Shark, and the Dread Pirate Roberto. Each of these characters is different, but there are a few rules that govern all of them.
- You may only interact with each character once per turn.
- Each of these characters has a symbol on either the Resource dice or the Danger dice. When you roll one of these symbols, move the matching character to an empty space that is one dotted line away from your current location and treat it as if you had just passed over their space. If there is no open space beside you, nothing happens.
- These characters may not move onto the inner ring of spaces directly beside the Lighthouse. These spaces are reserved for delivery boats!
- You may move through any of these characters with your boat, but you may not stop on their space.
Maisy the Whale: When you pass through Maisy's space, you may fill one empty cargo space in your boat with a Cargo token.
The Dread Pirate Roberto: When you pass through Roberto's space, lose one token from your cargo hold.
Larry the Shark: When you pass through Larry's space, roll the Fish dice and lose that many fish. If this would require you to lose more fish than you have, simply go to zero fish.
Optional: Pick-up/Deliver
During your movement, if you land on a space surrounding an island that has a Delivery standee, you may pick up passengers or deliver cargo according to its Delivery card. See the Delivery Cards section to learn more about pick-up & delivery. If you completed a delivery, move your score tracker up the number of points shown on the card. Take the Delivery card from its place on the Round Tracker board and place it near your Player board. You do not need to stop your movement to do this.
Optional: Use an Item card
At any point on your turn, you may use an Item card from your boat. See the Item Cards section for details.
If you stopped at one of the four Market islands on one of the marked spaces, you may take one Item from the Market at no cost. The Market islands are the two Walrus islands and two Meerkat islands. Place your Item into one of the three Item slots on your player board and refill the Market afterward. If these slots are already full, you may choose to discard an Item card to make room for a new Item.
Item cards are kept on the right side of your Character's board. You may have no more than three Items at a time.
When you end your turn on a marked space next to a Market island, you may take one Item card from the Market.
Jetstream tokens
Jetstream tokens offer a boost to your boat. When you land on one, no matter who placed it there, roll the same movement dice (Speedy or Steady) that you chose at the start of your turn. Add that many extra spaces to your remaining movement and remove the token from the board.
4: End of Turn
Depending on where you end your movement, there are lots of things you can do at the end of your turn!
If you stopped on a fishing space, roll the Fish dice and receive that many fish.
- If you delivered to any location, draw a new Delivery card and place a Delivery standee on the matching island.
- If you end your turn on one of the dock spaces next to the Lighthouse, you may refill all of the empty cargo spaces on your boat. You may not keep moving after this.
After every player has taken their turn, advance the Round marker by one. If the Round marker is already at 10, then the game is over! See End of Game Scoring for end of game scoring.
Resource and Danger Dice
When you roll the Resource dice or the Danger dice on your turn, you'll run into some special icons on the dice. Here's what each of them means:
Resource Dice
- Fish: Roll the Fish dice and gain fish equal to the number shown.
- Maisy the Whale: Move Maisy to an empty space one dotted line away from your boat. She gives you one Cargo token if you have space.
- Winds: Double the result of your movement dice.
Danger Dice
- Larry the Shark: Move Larry the Shark to an empty space one dotted line away from your boat. Roll the fish dice - Larry steals that many fish from you.
- Dread Pirate Roberto: Move the Dread Pirate Roberto to an empty space one dotted line away from your boat. They steal one Cargo token from your ship's supply.
- Jetstream: Place a Jetstream token on your current space. You cannot activate this token on the same turn it is placed. If all tokens are on the board, nothing happens.
Delivery Cards
Cargo
Most deliveries are requests from islands around Pebble Rock for much-needed cargo.
Each cargo request has a delivery location, how much cargo is required, and how many points it is worth.
You can't deliver to a location until you have enough cargo to fulfill the delivery. You can't make a partial delivery.
A Delivery card shows the delivery location, the amount of cargo required for the delivery, and the points value it is worth.
Passengers
You may also get requests to transport passengers from one island to another.
Each passenger request has a pick-up location and a destination.
When you reach the pick-up island, place a Passenger token into your cargo hold. Take the Delivery card from the Market and place it sideways in front of you to indicate that you have not completed it. When you reach the destination, remove the Passenger token, turn the card upright to show you have completed it, then score your points.
If you do not complete a passenger request by the end of the final round, discard the card without scoring it.
- You may throw regular cargo overboard to make room for a passenger.
- If the Dread Pirate Roberto attacks you and the only cargo you have is the passenger, they take the passenger (to show them how cool it is to be a pirate).
- If you need to, you may discard the Passenger token to make room for more cargo (this is considered poor customer service).
Movement
Making deliveries doesn't require you to stop your movement. You can make multiple deliveries on the same turn if you have enough movement and enough cargo on your boat to fulfill the requests!
Refilling the Deliveries after your turn
If you reveal a Delivery card for an island already present on the Deliveries row, shuffle the newly-revealed card back into the deck and reveal another card. There may never be two Delivery cards for the same island available at the same time.
Treasure
On the farthest outer islands, there are Treasure tokens that can be picked up and delivered to the Dread Pirate Roberto.
You can pick up a Treasure token if you move onto or through its space. Place this token onto one of your open cargo spaces without looking at it. If you move your boat onto a space connected to the Dread Pirate Roberto, you can deliver the treasure to them by removing it from your cargo. After this, the player should look at the bottom of the Treasure token and move their Score marker up by the amount shown on the delivered Treasure token.
- You may throw regular cargo overboard to make room for treasure.
- If the Dread Pirate Roberto attacks you and the only cargo you have is the treasure, they take the treasure (to save you the paperwork), and you do not score the points.
Item Cards
On your turn, you may use one Item card from your boat that you acquired on a previous turn. You may not use more than one Item per turn.
- Maisy the Whale: Place Maisy in an empty space one dotted line away from your boat. Discard after using.
- Jam Sandwich: You gain 3 extra movement this round. Discard after using.
- Lucky Shell: You can reroll any one dice. Discard after using.
- Shark Repellent: You may discard this card to avoid Larry the Shark and prevent him from taking any of your fish. You can then move Larry to any empty space on the board (except around the Lighthouse).
- Water Cannon: You may discard this card to avoid the Dread Pirate Roberto and prevent him taking any of your tokens. You can then move Roberto to any empty space on the board, except around the Lighthouse.
- Cargo Upgrade: When you gain this card, place your upgraded Cargo card on your Player board. Your boat may now hold up to 5 tokens. If you ever choose to discard this card, you lose your Cargo Upgrade and go back to a cargo capacity of 4.
- Fishing Gear: When you roll the Fish dice to gain fish, you gain an extra +1 fish. You receive this benefit for as long as you have this Item in your inventory.
Discarded Item cards go into a discard pile beside the deck. If the deck runs out, shuffle the discarded cards to refill the deck.
Fish Tokens
You can spend Fish tokens after moving to boost your movement by 1 space for each fish spent. There is no limit to the amount of fish you can have, and there is no limit to how many fish you spend in a single turn.
At the end of the game, Fish tokens are worth 1 point for every 3 fish you have.
The Final Round
In the final round, if you end your turn on a space next to the Lighthouse, you receive a Lighthouse token worth 3 points at the end of the game.
Once everyone has taken their last turn, it's time to tally up the scores!
End of Game Scoring
Beginning with your current score on the score track:
- Score 5 points for each complete set of deliveries you've made. A set consists of one Delivery card from each of the four colors. (Notice the islands are grouped together by color!) You can have multiple sets of Delivery cards. Two-color cards can count as either color, but not both. Choose which one to count when scoring.
- Score 1 point for every 3 fish you have, rounded down. For example, 8 fish would score you 2 points.
- Score 3 points for your Lighthouse token if you managed to end your last turn on any one of the dock spaces at Pebble Rock!
- If you completed your Assignment card, score the points shown on the card. You can score the top half or the bottom, but not both.
If two players are tied for the most points, the winner is decided by who has the most fish. If there is still a tie, the victory is shared. What a busy day!

Quick Reference Guide: A Round Summary
1. Roll Your Dice
Choose Steady & Resource dice, or Speedy & Danger dice. If you're in last place, you may roll Speedy & Resource.
Gain the benefit or suffer the penalty from the Resource or Danger Dice. See the Resource and Danger Dice section for details.
2. Move Your Character
Move up to the number of spaces on your movement dice. During your movement:
- Make a delivery or pick up a passenger. See the Delivery Cards section for details.
- Use an Item card. See the Item Cards section for details.
- Spend fish to move extra spaces.
- Interact with one or more Characters. See the Interacting with other characters section for details.
3. At the End of Your Turn
- If you're at the Lighthouse, refill your cargo.
- If you're at a Market island, take an Item card from the Market and reveal a new card from the deck to replace it.
- If you're on a fishing space, roll the Fish dice and gain that many fish. See the Resource and Danger Dice section.
- If you made a delivery, take the card, score the points, and then refill the delivery slot for the next player. See the Delivery Cards section.
After Everyone's Turn
Don't forget to move Brock the Badger to the next space on the Round Tracker before the next round.
