Game Materials
- A double-sided game board: one side for a 2 player game, the other side for a game with 3 or 4 players.
- 84 city tiles: 21 in each of the four action colours: red, blue, gold and green. The players use these tiles to expand their neighbourhoods. They all feature 1, 2 or 3 coloured houses representing the hungry customers.
- 20 investment tiles: 5 in each of the 4 action colours: red, blue, gold and green. They help you move forward on your experience board or let you perform an additional action.
- 5 large investment tiles: these are only used in a game for 2 players.
- 20 delivery tiles, labelled from A1 to E4: these determine how many pizzas you can deliver, and how far you can deliver your pizzas from your pizzeria(s).
- 8 pizzerias: 2 with a value of £5, 3 with a value of £4, and 3 with a value of £2.
- Money (141 Lira): 21 coins of £1, 24 coins of £2 and 24 coins of £3.
- A special 3-player tile that covers the board for a three-player game. See page 12 for details.
- 4 starting tiles (numbered 1-4). These form the beginning of each player's neighbourhood.
- 1 Sticker sheet for the pizzas. Before your first game, please place the stickers on all the wooden pieces.
- In each player colour (purple, teal, orange, white):
- 1 experience board. This board will indicate how much experience the players have in terms of looking for sponsors (indicated by the gold Finance track), buying ingredients (the blue Market track), Express delivery (the red Express track) and expanding their pizzeria chain (shown by the green Delivery track). The first three tracks influence the actions that the players perform, whereas the last track influences the delivery rounds that the players will perform at the end of each game round.
- 4 experience markers, to indicate the level of experience on each of the 4 tracks of the experience board.
- 4 action meeples, used to choose actions and city tiles.
- 1 player order meeple.
- 36 pizzas.
Game Setup
The following rules pertain to a full game with 4 players. Please refer to page 12 for the changes required for games with only 2 or 3 players.
1. Game Board
- Place the game board in the middle of the table with the appropriate side up (2 or 3/4 players).
- Shuffle the 84 city tiles. Place the top 16 tiles face up on the designated areas of the board. The other city tiles are kept face down as a general supply next to the board.
- Sort the money and place it next to the board. Take 2 £1 coins and 3 coins of both £2 and £3. Shuffle these coins and place them randomly on the designated circular spaces of the board.
- Sort the investment tiles and place them on the board on the indicated spaces. Take one tile of each type and distribute them across the four investment locations.
- Sort the delivery tiles according to their letter (A-B-C-D-E) and place them next to the board. Place the 4 'A'-tiles in ascending number above the stairs of the Piazza.
- Sort the pizzerias by value and place them on the board next to the stairs of the Piazza.
2. Player Board
- Each player receives an experience board and £10. During the game, it is allowed to hide your money.
- Players choose one of the four player colours and receive 36 pizzas, 4 experience markers, 4 action meeples and 1 player order meeple in their chosen colour.
- Shuffle the 4 start tiles and give one to each player. Each player places their start tile in front of them. The orientation of this start tile is not relevant. The start tile forms the beginning of the neighbourhood for each player.
- Each player places an experience marker in the leftmost spot on each row of his experience board. Players will gain experience in the different fields during the game by delivering pizzas to the various inhabitants of Naples. Once each coloured house on a city tile of a player's neighbourhood is covered with a pizza, a player advances the relevant experience marker one space to the right (following the rules of Phase F).
- Each player places three pizzas on his starting pizzeria.
- The numbers on the start tiles determine the playing order for the first round. The player that has the lowest numbered start tile places his player order meeple in the first position on the play order track. The player that has the second lowest start tile places his player order meeple in the second position on the play order track, etc.
Gameplay
Papà Paolo is played over 5 rounds. Each round consists of the following 7 phases:
A. Expanding neighbourhood / Performing an action B. Receiving tips C. Bidding D. Investing E. Delivering pizzas F. Gaining experience G. Preparing for the next shift
Each phase is completed by all players in turn order before moving onto the next. The following describes each phase in more detail.
A. Expanding neighbourhood / Performing an action
During his turn, a player chooses an unoccupied city tile from the board upon which he places one of his action meeples. He must then either take that city tile from the board (his action meeple stays on the board) and adds it to his neighbourhood OR perform an available action. Play continues in this manner in turn order until each player has placed all 4 of his action meeples.
Example: Purple places his marker on an unoccupied city tile. He either adds this tile to his neighbourhood, or he executes one of the actions indicated on the row & column where he placed his action meeple on, in this case "Buy Ingredients" or "Seek Sponsor" (see Performing an Action).
Expanding your neighbourhood
Add the chosen city tile to your neighbourhood. When placing a city tile, you should observe the following rules:
A. The orientation of the city tile is not important, but each city tile must be connected by a road to at least one of your pizzerias. B. A road may not be interrupted by another city tile. C. Your neighbourhood must fit into a grid no larger than 4 by 5 tiles (or 5 by 4).
City tiles depict both roads and coloured houses. The more coloured houses shown on a city tile, the greater the number of available customers (and therefore potentially more points) the tile can provide. The roads provide access to these houses. There are four types of coloured houses, each colour representing a different type of customer.
Example: these tiles are not placed correctly:
A. This tile is not connected to a pizzeria.
B. Placing this tile here would create an interrupted road, which is never allowed.
C. This tile is placed outside the limits of the neighbourhood (max. 4 by 5 tiles).
Performing an action
If you do not add a city tile to your neighbourhood, the tile (and your action meeple) remains on the board and you may instead perform an action. This is the action in the same row or in the same column as the action meeple you just placed. There are four different available actions: "Seek Sponsor", "Buy Ingredients", "Express delivery" and "Build a Pizzeria".

Seek Sponsor (linked to the gold Finance track) Take the amount of money from the general reserve as indicated by the experience marker on the Finance track of your experience board.

Buy Ingredients (linked to the blue Market track) Pay £2, £3, £5, £7 or £9 to place 1,2,3,4 or 5 pizzas on your pizzeria(s). Depending on your position on the Market track you are offered some extra pizzas for free. You may choose how many of them you accept. Distribute the pizzas freely over different pizzerias of your own, as long as you respect the maximum capacity of a pizzeria. (1 per pizza symbol displayed on the pizzeria).

Express delivery (linked to the red Express track) Pay £2 and immediately deliver pizza to your customers. The number of pizzas that can be supplied with this action is determined by your level of experience on the Express track of your experience board. Any pizza you deliver must come from one of your pizzerias and be placed on a coloured house upon a city tile in your neighbourhood. The distance to the city tile is irrelevant, but it must be connected via a road with that pizzeria. Note: When performing this action, please respect the rules for delivery discussed on page 9. After an express delivery you will gain experience immediately (according to the rules of phase F).

Build a Pizzeria Take a pizzeria from the reserve. Pay the indicated cost and add the pizzeria to your neighbourhood. Place two pizzas (mandatory) on that pizzeria. The pizzeria has to be orthogonally adjacent to at least one another tile in your neighbourhood. Pizzerias can never be adjacent to each other, but can touch each other at a corner. A pizzeria is considered to have 4 exits (1 on each side) that can be connected to a road. A city tile which is connected by a road to a pizzeria may block the exit of a different pizzeria.
Example: In this example, let's see what two different players can do with different actions, according to their respective positions on the various experience tracks of their player board.
- Seek Sponsor: Orange receives £3, Teal £7.
- Buy Ingredients: Orange pays £3 for 4 pizzas (2 + 2). Teal pays £3 for 2 pizzas (2 + 0).
- Express delivery: Orange can deliver 1 pizza, Teal 2.
B. Receiving tips
After each player has placed their 4 action meeples on the board, some players receive tips.
Check for which player has placed the most action meeples in each row and column on the board. This player receives the money placed by that row or column. In the case of a tie, the money goes to the player whose action meeple is closest to the coin on the board. The players should now retrieve their action meeples.
Example: At the end of the first phase, the money is distributed as follows: Purple receives £5, Teal £5, Orange £3 and White £4.
C. Bidding
Players can now invest their (freshly earned) money in the bidding phase. The outcome of the bidding phase determines which investment tile a player can buy and which delivery tile he will receive (see "paying for and taking tiles" below). It also determines the playing order for the next round. The stairs of the Piazza contains 28 fields divided in 7 rows and 4 columns. This is where the bidding happens.
Placing a bid
In turn order, each player places one of his action meeples on a column of the stairs of the Piazza, on the amount that he wants to bid. When a player has been outbid in a column, he must, during his turn, move his meeple to any column (including the one where his meeple is currently placed) in order to place a new bid. Moving a placed bid is only allowed if a player is outbid when it's his turn, otherwise he passes.
When bidding, players must obey these rules:
A. An action meeple must always be placed such that it is the only meeple or the highest meeple in the relevant column. B. When moving an action meeple that has been outbid, it is not allowed to move to a lower row of the stairs, even if the new column is empty. C. If at any point a player can no longer afford to bid, he places his action meeple next to the piazza and his player order meeple on the lowest available spot on the play order track. (The spot showing the least amount of trees.)
Please note that payment is required! So you may never bid more than your budget allows.
Bidding ends immediately when each player has had at least one opportunity to bid and no column contains more than one action meeple.
Paying for and taking tiles
Starting with the player whose action meeple is placed highest on the Piazza and in descending order thereafter, each player performs the following steps in order:
- He pays his bid to the general reserve.
- He chooses one of the remaining available investment tiles.
- He takes the delivery tile from the column where his action meeple was placed.
Note: players who do not bid during the bidding phase because they do not want to or do not have enough money may still buy, in turn order, any of the remaining investment tiles for £1 (if they can pay for it). These players do not receive a pizza delivery tile and can not make pizza deliveries in phase E this turn.
Example: the third player during the bidding phase only has £2. The first two players place their action meeples respectively on £1 and £2. The third player cannot place a valid bid anymore. He won't deliver pizzas in phase E this turn, but he can buy a remaining investment tile for £1. If the fourth player had £1, he would also be unable to bid, would not be able to deliver pizzas in phase E but could buy the last remaining investment tile for £1 (after the third player had chosen from the two available investment tiles).
Playing order
The less pizza you deliver, the sooner you can start taking actions in the next round. The player with the lowest numbered delivery tile places his player order meeple on the lowest available spot on the player order track, followed by the other players in ascending order according to their delivery tile.
Example of a bidding phase: Orange bids £1 in column 1. White bids £4 in column 4. Purple bids £4 in column 2 and is then outbid by Teal who bids £8.
Purple must move his action meeple and places it on £6 in column 4:
Because of this, the white action meeple must now be moved. White places his action meeple on £8 in column 4:
Finally, Purple bids £5 in column 3. A bid of £3 in the third column is impossible since Purple cannot place his action meeple one row lower. Each column now contains one action meeple:
Teal pays £8 and has first pick of the investment tiles. He takes delivery tile A2 (corresponding to column 2). Teal beats White because his action meeple is higher than that of White!
White also pays £8 and is second to choose an investment tile. She takes the A4 delivery tile as her action meeple is in column 4. Purple (column 3) pays £5, is third to choose an investment tile and takes the A3 delivery tile. Orange pays £1, takes the remaining investment tile and takes the A1 delivery tile. All players will deliver pizzas according to their delivery tile in phase E. The playing order for the next round is: Orange, Teal, Purple, White.
D. Investing
After the bidding phase each player activates his investment tile (this can be done simultaneously).
An investment tile can be activated in two ways:
- Discard the tile and perform the corresponding action (see the image on the tile) OR
- Place the tile next to your experience board and slide the corresponding experience marker (same image/colour as the investment tile) one space to the right.
Example: White just received a Finance investment tile. She can either choose to receive £5 once or advance her experience marker one space on the Finance track. If she chooses the latter she will receive more money from the general supply every time she chooses the action "Seek Sponsor".
E. Delivering Pizzas
Each player now simultaneously delivers pizza according to the delivery tile they received in phase C (Bidding). A delivery tile shows how many pizzas you can deliver in total during this phase and also the maximum distance of each individual delivery round. The position of the experience marker on the Delivery track of your experience board determines how many delivery rounds you may perform (number of delivery guys = number of delivery rounds).
Example: Purple can deliver a total of 3 pizzas (A), at a distance of 2 tiles (B), and can only perform one delivery round since his marker is still on the first space of the Delivery track (C).
Rules for each delivery round:
- Respect the maximum distance for each delivery round. Start from one of your pizzerias and step through the road network from one city tile to the next. The number of coloured houses on a city tile indicates how many pizzas you MAY provide there.
- Your delivery route must be traced as a single path connecting orthogonally connected city tiles. You cannot retrace your steps and branch out in another direction along the same route.
- You may not pass through another pizzeria during the delivery. You may, however, pass through city tiles where pizzas have already been delivered.
- The number of pizzas depicted on the delivery tile indicates how many pizzas you can deliver in total this phase, spread between all of your different delivery rounds. So it does NOT represent the number of pizzas that you can deliver per delivery round. The DISTANCE depicted, however, does apply to every individual delivery round you perform.
Example: Purple got delivery tile A3 and may perform one delivery round supplying a total of 3 pizzas at a distance of 2 tiles. His options are as follows:
- He can fully supply his starting tile, at distance 1, containing one golden house (only 1 pizza is delivered in this case).
- He can fully deliver the blue city tile to the bottom of the Pizzeria.
- He can deliver the blue city tile to the top and the one right next to it. In this case the third pizza can not be delivered because there is only one delivery round and the distance covered by a single continuous route to both of these tiles is equal to his maximum range of 2 tiles per delivery.
- He can fully deliver the green city tile left of the pizzeria and the one adjacent to it.
- He could also partially deliver the blue city tile on the bottom covering just two houses and fully deliver the red one underneath it with the third pizza.
- The golden houses on the bottom left tile cannot be reached because they are too far away, exceeding the 2 tile delivery range specified by the A3 tile.
- If Teal could do two delivery rounds instead of one, he could, for example, deliver to the two blue city tiles at the top on the first delivery round, and then the red house on the bottom with his second delivery round. (He can deliver up to 3 pizzas, the maximum distance per delivery round is 2)
Example: (Note: The starting position of the pizzas is indicated by the pizzas on the pizzerias, the situation after the delivery phase is indicated by the different coloured pizzas). According to his delivery tile, Teal can deliver up to 9 pizzas. The delivery maximum distance is 4. Having 3 delivery rounds, Teal can do the following: in the first delivery round he delivers the pizzas marked in yellow (A). In the second round he supplies the white pizzas (B), and in the third round the pink ones (C). In the first two delivery rounds, he leaves from the central pizzeria, the last round from the upper pizzeria. During his first delivery round (A) he must choose whether to take a left or right at the crossroads. He cannot retrace his steps along a route, therefore he can not deliver pizzas in the upper left city tile with the green houses. Tip: some players put 'just baked' pizzas face down and delivered pizzas face up to get a better overview.
Note: Even with express deliveries you should take into account the available number of delivery rounds. If you can deliver two pizzas during an express delivery, but you have only one delivery round, those two pizzas must be delivered on the same route. An express delivery functions like a regular delivery but with unlimited distance.
F. Gaining experience
After delivering pizzas, players adjust the relevant markers on their experience board: for each city tile that was fully supplied with pizza that round (i.e. there are as many pizzas on the city tile as the number of coloured houses), the corresponding experience marker is advanced one space to the right. Note: Gaining experience also occurs immediately after an express delivery!
Note: except for express deliveries, experience markers are only moved forward in phase F, AFTER phase E is completed. So fully supplying a green city tile with pizza, immediately gaining experience from it and then directly using this benefit to get an extra delivery round is NOT allowed!
Example: taking the example on the upper side of this page, Teal would advance 1 space on the Finance track, 1 on the Market track, 1 on the Express track, and 2 on the Delivery track.
G. Preparing the next shift
Place the leftover city tiles back in the game box. refill the board with 16 new city tiles and money from the general supply. Place 4 new delivery tiles (labelled B/C/D/E for rounds 2/3/4/5 respectively) and 4 new investment tiles on the appropriate spaces on the game board. The delivered pizzas in the players' neighbourhoods always remain where they are.
Game End
After the 5th delivery phase, the game ends. All the victory points are now awarded and any penalties assessed, as follows:
- Each pizza on your city tiles (= delivered pizzas) is worth 1 victory point (VP).
- Slide the leftmost marker(s) on your experience board all the way down to indicate your victory points for diversity (shown on the trophy icons).
- Each experience marker that reached the rightmost space on an experience track is worth 2 additional victory points. You are then considered an expert in this field.
- Pizzas still remaining on pizzerias (= undelivered pizzas) are thrown in the garbage on the player board and are each counted as a penalty point. (-1 VP)
Example of a final count:
- 22 delivered pizzas (+22)
- Bonus for diversity (+2)
- Bonus for experience expert (+2)
- Two pizzas are thrown in the garbage (-2)
This gives a total of 24 victory points (22 + 2 + 2 - 2).
The player with the most victory points wins the game and is Papà Paolo's favoured successor. In the case of a tie, the player with the most money wins. If there is still a tie, the victory is shared and all tied players are jointly Papà Paolo's favourite.

Game adjustments for 3 Players
Game setup
- Use the special board overlay for 3 players and place it on the board over the third and fourth columns of the urban area. This results in having a grid of 4 by 3, thus 12 city tile locations instead of 16. Fill the locations with 12 city tiles from the general reserve.
- Take 2 coins of £1, 3 coins of £2 and 2 coins of £3. Shuffle these coins and place them randomly on the designated spaces on the board.
- Place one pizzeria of value £5 and one of value £4 back into the box.
- Shuffle the delivery tiles for this round (for example, all A tiles), remove the upper tile and place the remaining tiles in ascending order from left to right over the first three columns of the stairs of the Piazza.
Gameplay
A. Performing an action: when performing an action from the last column, choose either the action "Express delivery" or "Build a Pizzeria".
C. Bidding: the 4th column of the stairs of the Piazza is not used during the bidding phase.
G. Preparing the next shift: discard the investment tile that wasn't chosen this round.
The other rules of the game remain unchanged from the 4 player game.
Game adjustments for 2 Players
Game setup
- Use the side of the board for two players.
- Each player takes two start tiles, choosing one and discarding the other. The player with the lowest numbered tile becomes start player.
- Take two coins of £1, 2 coins of £2 and 2 coins of £3. Shuffle these coins and place them randomly on the designated spaces on the board.
- Place one pizzeria of value £5, two of value £4 and one of value £2 back into the box.
- Place all even or uneven delivery tiles back into the box. Place the two remaining delivery tiles for the actual round face up above the stairs of the Piazza and those for the next round face up next to the board.
- Use the large investment tiles.
Gameplay
A. Performing an action: when you see two different actions depicted, just choose one of the two depicted actions.
C. Bidding: both players must place a starting bid by putting one coin face down and their player order meeple in their bidding column. (column one for the start player and column two for the other player). In turn order, each player must increase his bid with exactly one coin (face down), or pass. If a player passes, the other player either adds one other coin to his bid or passes. Then bidding stops and the players check the total value of both bids. The player with the highest bid invests first and receives the highest numbered delivery tile. The player with the lowest bid receives the lowest numbered delivery tile and becomes the start player. In the case of a tie, the current starting player wins.
D. Investing: the player with the highest bid invests first. He chooses one of the four investment options, and places the investment tile between him and the other player, with the colour of the action he chose pointing towards him. He may choose the orientation. The other player selects one of the two investments pointing towards him.
Example: a player chooses the gold "Seek Sponsor" action (Finance). Depending on how they places the tile Player B can choose between the green Delivery and red Express investments OR the blue Market and green Delivery investments.
G. Preparing the next shift: place the two delivery tiles that are situated next to the board above the stairs of the Piazza. Place those for the round thereafter face up next to the board.
