Can I discard a ship from my Hangar to travel whenever the Shuttle is not going my way?

Yes. In any Shuttle phase you may travel in either direction by discarding a ship from your Hangar, wherever the Shuttle is and even if it does not travel at all; it costs the ship's 3 OP at game end. You follow the full travel steps and get the same benefits, and it uses no main action. Only the Landing Pod skips steps.
