What does Lacerda do when he cannot take the action he drew?
He moves his Rover instead and places no Colonist on that space. This applies when he cannot build (for example no Blueprint or no legal spot) or when there is no free spot for a new Tech. The Rover moves the usual two spaces and he can boost it with Crystals and Tech. His bot moves only when he builds or gains a benefit.
