What does Lacerda build when he cannot make a complex?
He builds a complex with the available Tech if he can; otherwise he builds a single building exactly two hexes from a same-type building. He builds the type his bot is on, unless that type is above the colony level, and always builds a Mine if it is next in the sequence. If several spots are legal, choose the one that hurts you most.
