At most two. The action only uses the leftmost column of your Laboratory, which has two spaces, so you can boost it just once and only while those spaces are empty. R&D is a different action and can be boosted once per Colonist. Tiles are paid for by space: bottom free, middle one battery, top a battery and a resource.
