Your own Advanced Building marker must be on the complex, but other players' buildings can make up the rest of it, and the complex has no owner. A shelter contract needs your own shelters, since players' shelters are different types. Reports disagree on whether only your own buildings count for a contract needing several Advanced Buildings.
