On Mars
Can an Advanced Building be used more than once?
Yes — once per turn as an Executive action, repeatedly across turns. The Blueprint itself is used up once when you upgrade onto a building; after that the building keeps the action. A Blueprint does nothing before it is built apart from its immediate bonus.
