Practically never. Moving a bot or rover is free, and there is always a main action available to you (the Control Center on the Colony side, the Landing Pod in Orbit), so the game cannot dead-end unless you deliberately waste actions. Taking blueprints, building, upgrading and collecting tiles with your rover also bring in resources.
