When an Oathsworn breaks a location, which stage card resolves as the reaction?

The reaction is the stage card already face up on top of the deck, which resolves and is then discarded, with the next card revealed. If the break changes the stage, the first card of the new stage is drawn and resolved instead, because stage changes happen first.
