In what order are Loot, Level and Losses resolved after an encounter, including backpack overflow?

Draw loot, lose one or two equipped cards, equip cards from loot or the backpack, then store cards in the backpack or discard down to the maximum. Loot, Level and Losses is an epilogue step in the story, so story rules apply. One replier's strict reading would forbid equipping.
