In Stream of Darklight, does the Chain attack in step 3 keep the Oathsworn chosen in step 2?

Most posters read it that way: step 2 sets the target by fewest hallucinations, and the Target in step 3 reuses that choice. If that Oathsworn is out of range, the page 19 fallback applies instead. One poster reads step 3 as a fresh attack, and no designer has weighed in.
