If the Brood Mother's Acid Spit target is out of range, where does the Toxic Cloud template go?

The attack switches to the closest target it can reach (encounter rulebook p19, step 3). Text in the same step of a stage card belongs to that step, so the Toxic Cloud template is placed on the new target.
