How does the Chain Hook stage card resolve when both Berserkers end up adjacent to the Witch?

Resolve the card's steps in order, moving the Berserker closest to the target first. Once the Witch has been dragged, the second Berserker may no longer meet the adjacency condition, so that step does not carry out in full.
