Does the Bloatfly's Drop stage card move the Bloatfly or its target, triggering fire tiles?

No. Drop has no movement step, so the Bloatfly and its target are removed from the board without moving, and fire tiles are not triggered. The infestation target matters only for that ability; the rest of the card targets normally.
