Does a Burst's toxic cloud hit giant rats, or only the Broodmother's enemies?

The cloud is centred on the rat that burst and hits every enemy of the Broodmother standing in the template (Oathsworn and their allies). Giant rats are not hurt by the Broodmother's attacks unless a card says otherwise.
