Setup

To start, split the game into its 2 decks:

  • Passenger cards (blue backs)
  • Baggage cards (orange backs)
  1. Deal 3 Baggage cards to each player (one of each value: 1, 2 and 3).
  2. Each player then looks at their baggage and places the cards facedown in front of them (in any order they like).
  3. Once placed, baggage cannot be shuffled but can be checked by the player at any time.
  4. Shuffle the remaining Baggage and Inspection cards together and place them in the centre to form a draw pile.
  5. Shuffle the Passenger cards and deal them out to each player:
    • For 2 players deal 12 cards.
    • For 3-4 players deal 7 cards.
    • For 5-6 players deal 5 cards.

Each player should now have a hand of Passenger cards and 3 Baggage cards down in front of them.

Remember, you can check your own baggage at any time.

How To Play

Each player chooses a Passenger card from their hand and places it facedown in front of them. When ready, all players reveal (turn face up) their chosen cards simultaneously.

Turn order is then determined by the number on the Passenger card in ascending order (lowest numbers go first).

On Your Turn

  1. Complete the action as described on your chosen Passenger card. Once complete, discard the card to the centre.
  2. Draw the top card from the Baggage deck, look at it and add it to your baggage collection facedown.

Inspection Cards

Hidden within the Baggage cards are Inspection cards. Inspection cards force all players to reveal a Baggage card.

If a player draws an Inspection card, reveal it immediately.

Inspection cards affect all players (unless protected by a Passenger card).

After an Inspection card has been resolved it is discarded. The player that drew the Inspection card does not get to draw again.

End of the Round

A round ends when all players have taken their turn.

At the start of a new round, pass your remaining Passenger cards to the player to your left. Players now choose a card to play from their new hand of cards.

You do not score any points for revealed cards at the end of the game.

Winning the Game

The game ends when players have no more Passenger cards.

Players only score points for the Baggage cards you have concealed (facedown) at the end of the game.

The player with the highest score wins.

In the event of a tie, the player with the fewest Baggage cards wins.

Terminology

  • Reveal - turn a card face up
  • Conceal - turn a card face down
  • Safe - cannot be swapped, revealed, discarded or stolen

Alternate Rules

Extra Action: (Reveal or Conceal)

The game plays as normal with the exception that each player gets an additional action at the start of their turn (before using your Passenger card ability).

At the start of a turn, reveal or conceal any Baggage card.

Draw or Discard

Instead of drawing a new Baggage card, you may discard a revealed Baggage card.

Additional Rules and Reminders

  • Play order is determined by the number on the Passenger card.
  • Pass your Passenger cards at the start of the next round.
  • If you are unable to complete the action on your Passenger card, discard it without effect.
  • Revealed cards cannot be discarded.
  • Discarded Baggage cards are discarded face-up.
  • Baggage cards placed facedown cannot be shuffled.
  • A player can have a maximum of 6 Baggage cards.
  • It is best to keep Baggage in 2 rows of 3.
  • If a player obtains an additional Baggage card but already has 6 Baggage cards, they must discard a concealed Baggage card of their choice. They cannot discard the card they just received.
  • You can always look at the Baggage card you are receiving.
