Can Intruders Burning (Fire) kill the Queen?

Unclear. The rulebook says a burn Hit can never kill an Intruder except a Larva, because no die is rolled. One player says a burn Hit still moves the Queen's marker one step, but nothing settles whether that can trigger a Health card.
