No. Moving to an already discovered Room always ends with a Noise roll. Moving into an unexplored Room follows the Exploration card, which makes the roll only if its Entrance Effect says so, and you never roll twice. The rulebook's Noise Roll box wording reads as 'always', and players say the developers confirmed the card governs.
