No. With the Contractors module, 2 small Contractor Draft cards are always available beside the 2 Characters you draw, so you can pick a Contractor without drawing the large base-game Contractor (Consultant) card. Once a Contractor is picked, no one else can pick one. Players disagree on some details of this draft.
