When I order another Character to act, who pays the card, and what is forbidden?
The rulebook states the Opportunity Attack restriction; that the ordered Character pays no card is agreed by several players but not spelled out in the rules.

The Action card you played is the only card cost; the ordered Character pays none but pays other costs like Ammo. You may not order an Action causing an Intruder Opportunity Attack. This covers Takeover-style effects too.
