Can an Item action be combined with an Action card action, such as Cheat Codes with Neuralink or Cave Plans with Careful Movement?
Several players agree; there is no official ruling.

No. Item actions and Action card actions are separate, so one cannot feed into the other. Cave Plans is its own Move action, so Careful Movement does not follow it.
