Yes. Each turn is 2 Actions, and play keeps going around the table until every player has passed. A character can therefore take several turns in a round. A player may take 2 Actions, take 1 and then pass, or just pass, and the Event Phase starts only after everyone has passed. In a solo game with two characters, each takes 2 Actions or passes in turn.
