Bypass costs only its own card, then you can perform each Action on that one Computer card once with no further cost; you cannot repeat the same Action. Its bottom effect works anywhere, not just in a Computer Room. A card that tells you to use or perform a Computer Action, such as Neuralink, gives that Action without paying the Computer Action's own cost.
