How does the Backup Power Supply's Restore Power action work?

It has separate parts, each skipped if its condition is not met. If 3 or more Power tokens are already active, the reset is skipped; otherwise Power tokens 1 and 2 end up on the blue side and the rest on the red. You may then rearrange the Power tokens between Sections, and if the Time token is inactive you flip it to active. So it can be used again, usually just to redistribute power.
