Materials
- 7 Legend cards
- 6 Traveler cards
- 1 Ryokan card (front side 4, back side 7)
Setup
This replaces points 4 and 5 of the base game's setup.
- Set the Ryokan card aside.
- Shuffle the 7 Legend cards and reveal 3 of them. Put the 4 remaining Legend cards back in the box.
- Among the Development cards, identify one copy of each of the 3 base-game Character cards corresponding to the selected legends, and put them back in the box.
- Shuffle the deck, then deal 2 Development cards and 3 Mountain cards to each player.
- Add the 3 selected Legend cards and 5 Traveler cards (drawn at random without looking at them) to the undealt Development cards, and shuffle the deck. Put the remaining Traveler card back in the box.
- Form 5 stacks of 7 cards to build the central river.

Legends
Legends are cards with special scoring.
- Naishi (pink): At the center of your territory, or at the ends of your Line, it is worth 10 points.
- Advisor (purple): If you do not own a Naishi, 5 points per Advisor.
- Sentinel (green): If it is not adjacent to another Sentinel, it scores 5 points. In all cases, it also scores 3 points for each rice paddy or fort in the same row.
- Rider (blue): Scores 4 points per building or banner adjacent to it.
- Monk (orange): Scores 2 points per character adjacent to it. It counts as both a monk and a torii.
- Ronin (turquoise): Scores points based on the largest series of identical cards: 3 identical cards score 8 points; 4 identical cards score 15 points; 5 or more identical cards score 25 points.
- Ninja (black): At the end of the game, copy an opposing Character card (including its icon). If your opponent has no character, the legendary ninja is worth no points. If the legendary ninja copies a character you do not own, it counts as a different character for the Ronin.
No ninja (whichever it is) can copy a Legend card.
Travelers
Travelers are pass-through cards that will influence the game.
Each time a traveler enters your territory:
- If you do not own the Ryokan card, take it (wherever it is) and place it next to your territory, face 4 up.
- If you already own the Ryokan card face 4 up, turn it face 7 up.
Travelers bring no points at the end of the game and have no icon. They present two types of effects:
- Enter icon: The effect triggers when the traveler enters your territory from the river.
- Leave icon: The effect triggers when the traveler leaves your territory and joins the discard pile.
Explanation of effects
- Swap: Swap 2 cards anywhere in your territory.
- Recall emissaries: Recall your emissaries. (A token on the decree cannot be recovered by traveler effects.)
- Take the Ryokan card: Take the Ryokan card (wherever it is) and place it face 7 up.
- Develop immediately: Develop your territory immediately. (The next card of the corresponding stack in the river is only revealed after resolving the traveler's effect.)
At the end of the game, the Ryokan card counts as an 11th card of your territory (both for the points it adds and for its icon).
If several travelers trigger an effect simultaneously, you may choose the order in which to resolve them.
If you play with the travelers, there are 7 cards per stack in the river at setup.
Traveler cards are not Character cards (they are not valid targets for ninjas or the legendary monk, for example).
Traveler effects are not obligatory.
