Object of the Game

In Movie Empire you assign various tasks to your production assistants every year (where every year is a round) in order to produce one or several movies. A movie production consists of a row of cards (script, production resources, stars ...) that you have to collect and lay out in a specific manner. If you feel like the movie could become a big blockbuster, you can release it at the end of the round and gain prestige points for it.

Goal of the Game

The goal is to collect prestige points over the course of 10 rounds, and as bonuses during the endgame. The player who has the most prestige points wins the game.

Basics

Terms and Icons

Throughout the game you will often read keywords and look at icons.

Genre: In Movie Empire there are three movie genres: action, comedy, drama.

Production line: When producing a movie you have to lay out cards (script, production etc.) in a row. This row is called a production line. You can have up to 2 production lines during the game.

Stage: A movie production consists of several stages. In Movie Empire there are 4 crucial stages that are represented in different colors: Pre-production (green), Shooting (blue), Post-production (yellow), Marketing (red).

Script cards: No script, no movie. It's as easy as that.

Production cards: Everything you need for producing a movie.

Star cards: The more stars you have in a movie, the more people will go and see it at the cinema.

Production assistants: The round wooden discs that represent your employees.

Assigning a task: This means placing your production assistant on an available space on the scripts, stars/trends, production or general action board.

Production period: This is how long a movie production takes. It is counted in cards (production cards in your production line).

Trends: All of a sudden only superhero movies to see? That's a trend.

Premiere: The world premiere of a movie is always an important event.

Prestige points: You want to get as many as you can - this is your inner drive!

Money: You need lots of this for producing movies.

Grumpy's sympathy for you: The more he likes you, the easier the game will be.

Black dossiers: These dossiers contain sensitive information about Grumpy.

+ / -: Values are always written with a + or -. The + means you receive this amount, the - means you lose it. (And yes, pay -2 money doesn't mean that you receive money no matter how logical you think this would be.)

Cards

There are 5 different types of cards in the game: production cards, script cards, star cards, trend cards and annual plan cards.

If a deck of cards is depleted, the corresponding discard pile is shuffled and forms a new draw pile.

Variable Gameboard

Movie Empire can be played with 2 to 4 players. To keep gameplay balanced and to avoid frustration, the number of possible actions are limited according to the player count.

  • A plain space (card slot or action space) is used in every game.
  • A space marked "3+" is used in a 3 or 4 player game only.
  • A space marked "4" is used in a 4 player game only.

Sympathy

Your boss isn't easy to handle and his temper is legendary. So there are strong implications for the game, depending whether Grumpy likes you or not.

Your budget for a round, the maximum number of available production lines and bonus prestige points in the endgame all depend on Grumpy's sympathy for you (heart).

Black Dossiers

Producing movies is sometimes a no holds barred business. This is where the black dossiers come in. These files contain many of Grumpy's dirty secrets. If you have a black dossier, Grumpy will surely do you a favor - but this will also incur a negative effect.

(Every aspect of the game that is affected by the black dossier is marked with a black line next to the text. Just like in this paragraph. In this transcription such passages are prefixed "Black dossier:".)

Setup

  1. Every player chooses a color and takes 3 wooden markers and 4 production assistants of that color. Place 1 of these wooden markers on the start of the prestige points track.

  2. Every player receives their own tableau. This represents their office. 1 wooden marker is placed on the money track (the money icon), another marker in the middle of the sympathy bar (on the heart).

  3. Take the production cards and find the blue ones. Then split the blue production cards in two halves of the equal size. Split the non-blue production cards also into two halves. Shuffle one blue deck into each non-blue deck and put the now remaining two decks on top of each other. Place this deck facedown next to the game board as a draw pile. Draw 3 cards (in a 3 or 4 player game draw 5 cards) and place them on the production slots (from cheap to expensive).

  4. Shuffle the star cards and place them facedown next to the game board as a draw pile. Draw 1 card (in a 3 or 4 player game draw 2 cards) and place them on the star slot.

  5. Shuffle the script cards. Every player receives 3 script cards into their hand from the draw pile. Each player chooses 1 and shuffles the other 2 back into the script cards deck. Place it facedown next to the game board as a draw pile. Draw 2 cards (in a 3 or 4 player game draw 3 cards) and place them on the script slots.

  6. Shuffle the trend cards. Randomly discard 7 trend cards facedown back into the box. Place the rest face-down next to the game board as a draw pile. Place the golden statues adjacent to the trend deck.

  7. Draw 3 trend cards and place them on the trend slots.

Playing the Game

One round consists of 4 phases:

  1. GRUMPY PHASE
  2. WORKING PHASE
  3. PREMIERE PHASE
  4. UPKEEP PHASE

The first player starts in all phases, the other players follow in a clockwise direction. At the end of the round, the first player marker is passed on clockwise.

The order of players can also be influenced by certain actions. But even in this case, the first player marker always gets passed on in a clockwise direction.

1. Grumpy Phase

Annual plan

The annual meeting. How you hate it. Most of the time, there's no good news from Grumpy. Well, we'll see...

Annual plans are not in effect in the 1st round, only from the 2nd round onward. Since the cards are lying face up, you can prepare yourself for the upcoming annual plan.

From the 2nd round onward, the first player moves the topmost annual plan card from the draw pile face up on the active pile (marked by a yellow border). This card is now in effect for this round and the annual plan for the next round can be seen on the draw pile. (Card details are listed on page 14.)

A lightning-bolt icon on the card means that the instructions must be fulfilled by all players instantly. Otherwise, cards keep their effect until the next GRUMPY PHASE.

Under certain circumstances Grumpy makes an exception for you. You can ignore the annual plan card if you meet one of the following requirements (also printed on the card itself):

  • Black dossier: you have and spend a black dossier (page XX)
  • you are on the topmost 3 sympathy levels
  • you pay -4 money

Budget

It is always beneficial to be good with the boss. The budget Grumpy provides in this round depends on how much he likes you.

The wooden marker on the sympathy bar shows how much budget is available to each player in this round. The players receive money according to the bar. Unless an annual plan card says otherwise.

2. Working Phase

The WORKING PHASE is played in several turns. Each player in a clockwise order (beginning with the first player), plays their first turn. After every player has their first turn, the first player starts again, this will be their second turn, followed by the other players in a clockwise order, and so on.

You can always choose between the following actions each turn:

  • Assign a task to one of your production assistants.
  • Assign a task to one of your production assistants and produce a movie in the same turn, in the order of your choice (also see PRODUCE A MOVIE).
  • Pass for the rest of the WORKING PHASE.

You have 2 production assistants available free of charge. If it's your turn again and you already have used your free production assistants, you have to pass or you must hire 1 additional production assistant (pay money for it as soon as you take it).

  • 3rd production assistant = -3 money
  • 4th production assistant = -4 money

It isn't compulsory to use your production assistants, you can pass at any time when it's your turn. But this won't increase your pool of free production assistants for the next round.

Black dossier: If you have a black dossier, you can prevent others from assigning a specific task later on by blocking a space. At your turn, you first have to assign a task to one of your production assistants and then you place the dossier on an unoccupied space on a board. This space is now blocked for the rest of this round and can no longer be used by any player (including yourself).

Once all production assistants have been used or all players have passed, the WORKING PHASE is over and the PREMIERE PHASE begins.

Tasks

All tasks have 1 or more spaces to place your production assistants on. The effects of all tasks are resolved immediately, with the exception of RELEASE A MOVIE.

  • Some of these spaces make you pay money or let you receive money at the moment you use them. The amount is always specified next to the space and has to be paid or received immediately before you resolve the task.
  • In addition, some spaces depend on the number of players. These are marked as shown on page 4.

The possible tasks are:

  1. Buy a script/cast a star/prepare a movie production
  2. Charge credit card
  3. Order overtime
  4. Sabotage
  5. Denounce a player
  6. Be nice to Grumpy
  7. Reveal a secret
  8. Become first player

and

  1. Release a movie (effects will be resolved in PREMIERE PHASE)

1. Buy a Script / Cast a Star / Prepare a Movie Production

These are the essential tasks in order to gain new cards. For every assigned production assistant you may draw 1 card from the corresponding board.

Script cards

Choose the script you want. You get it for free.

A script card shows: victory (prestige) points, genre, and requirements (the minimum of color-coded stage cards needed, e.g. 1 pre-production, 2 shooting, 1 post-production, 1 marketing).

Star cards

As soon as you draw a star card, you have to pay money as shown on this card. If you don't have enough money, you can't draw this card. If the genre icon from the script card is crossed out on this card, you can't lay this star to your production line. You can add as many stars as you like.

A star card shows: victory (prestige) points, costs, genres, and a working requirement (a special production resource and/or a minimum number of cards of a given stage).

Production cards

Producing a movie ain't cheap. Like star cards, as soon as you draw a production card, you have to pay money as shown on the card. But there's a particularity with the production cards: for some slots you have to pay an amount of money shown on the board next to it (additional to the amount shown on the card). Since all production cards move slots at the end of the round, they become cheaper to purchase.

A production card shows: victory (prestige) points, costs, and its stage (pre-production, shooting, post-production or marketing).

Black dossier: At your turn you can use a black dossier in addition to your production assistant. Then the cheapest 3 production cards on the board will be discarded. The remaining cards move from the most expensive to the cheapest slots and empty slots will be filled with newly drawn cards.

4 Cards Rule

During the game you will draw cards from different decks very often. As a producer you mustn't lose track, so you have to be able to focus on your work. Therefore you may never have more than 4 cards in your hand. If you already have 4 cards in your hand, you must discard at least the same number of cards as you want to take into your hand. You are always free to choose which cards have to be discarded.

2. Charge Credit Card

Entire movies have been financed with credit cards. Ka-ching! You only live once.

There are two spaces: one used in every game (+5 money) and one used in a 4 player game only (+4 money).

You receive the shown amount of money. You don't have to pay the money back. Like never.

3. Order Overtime

Your staff is working even harder.

You have to pay -2 money. Then you may draw 2 additional cards from the production deck - not from the board. You don't have to pay the costs for the card. The 4 CARDS RULE still applies.

4. Sabotage

Your production assistant sneaks into the office of the other players and manipulates the production schedule. Chaos ensues!

You can exchange one of the production cards from your hand with one of the cards from the production board.

Black dossier: If you use a black dossier instead, you can draw 5 cards from the production deck, look at them, choose 2 to keep on your hand and discard the other 3. You don't have to pay the costs for these cards. The 4 CARDS RULE still applies.

5. Denounce Players

If you can't improve, then highlight the failures of others. You'll think of some fictional tale, I'm sure of it!

If you want to crush the spirit of the other players, just tell the fictional tale you divulged to Grumpy. This has no effect on the gameplay and is completely optional.

All other players lose -1 sympathy (heart).

[Passage blanked in the draft.]

You have to pay -1 money.

6. Be Nice to Grumpy

You know Grumpy by heart. Maybe you'll send someone to bring him a cup of coffee and a donut?

You get +1 sympathy (heart). (Two spaces: the second gives +2 and is marked as the alternative for the black dossier user, see below.)

Black dossier: If you additionally use a black dossier, you'll get +2 sympathy (heart) instead of +1.

7. Reveal a Secret

Everybody has secrets. Even Grumpy. And you want to know them. You bribe his secretary, so that your production assistant can sneak into Grumpy's office. From there he brings you a black dossier, that you keep in your desk drawer. With that you hold sway over your boss and he'll surely do you any favor.

  • You have to pay -4 money in order to get a black dossier. Take 1 token [blanked in draft] and put it onto your player's tableau.
  • You may have only 1 Black Dossier at any time.
  • You mustn't use the Black Dossier before the beginning of the next round.

8. Become First Player

You will be the new first player in the next round. Additionally you receive +2 money. After your round as first player, the first player marker moves clockwise as before.

9. Release a Movie

Now it's time to prepare the premiere of your new blockbuster. To release a movie you have to have at least 1 script card and 1 production card from the stage SHOOTING (blue) in your production line of a movie.

(The effects of this task will be resolved during the next phase!)

Black dossier: As soon as you assigned the task of RELEASE A MOVIE to a production assistant, this can only be thwarted with a black dossier. Another player says "Cut!" (or something less cheesy) and puts his black dossier right on top of your production assistant. He loses -1 sympathy (heart) and you then can't have a premiere during the next phase. In a 3 or 4 player game, this player then can choose to have a premiere on the Internet instead.

Produce a Movie

Additional to assigning a task you can always PRODUCE A MOVIE. You can lay as many cards (production or stars) as you like to one of your production lines (before or after assigning a task to a production assistant).

Start a new production line

To start a production line, you have to add at least 1 script card and 1 production card. The stage color of the production card you're starting with doesn't matter. Place the script card on an empty slot of one of your production lines on your tableau and place the production card(s) next to it.

Multiple production lines

At the beginning of the game, you can only use 1 production line. If Grumpy likes you, you may use multiple production lines at the same time. You can see at the sympathy bar, how many production lines can be currently used.

If you have to decrease the number of production lines, you have to shut down the excess production lines immediately. From then on you can't add cards or change these production lines. To make this shutdown visible, you flip the script card so that its backside is visible. You can freely choose which production line gets shut down. If you get more capacities later on through a better sympathy value, just flip back the script card and continue as before.

Stages

There are 4 stages a production line can have before a movie is released: Pre-production (green), Shooting (blue), Post-production (yellow), Marketing (red).

Expand a production line

You can expand an existing production line by adding one or more cards to it per turn. You have to follow some rules for this.

A) Laying rule

  • You can add new cards only to the left or right of your production line. (Script cards are hereby ignored.)
  • You can't add the same production card twice at any position in a production line.
  • You can't place a production card in-between others.

B) Color rule

  • You can add cards to cards with a matching stage color.
  • Or you can make a transition to the neighboring stage color. The stages have to be in the right order (pre-production, shooting, post-production, marketing; printed on every script card).
  • You mustn't omit stages.

C) Upgrade cards

Upgrade cards are marked with an asterisk next to the title. You can only add an upgrade card to a production line, if you have the matching base card (of the same name) in it. Then you lay the upgrade card directly on top of that card. You get prestige points for both cards. But only the base card is used when determining the production period or the requirements of the script cards.

If you don't have the base card in the production line, you can use the upgrade card as a regular production card. But in this case you'll only get +1 prestige point later on. In this case you can't lay the matching base card beneath it later on.

D) Stars

You can add stars to the production line without regarding the laying or color rule, because Star cards are seen as transparent in this case. If you want to add another card next to a star card, you have to use the stage color of the card on the other side of this star card in order to fulfill the color rule.

E) Jokers

The director, cameraman and editor are professionals. They will save the day.

You can lay these jokers next to any card. They determine the production period and satisfy the requirements of a script card as a card with a stage color.

When laying the card, you can choose what color the joker card represents: the stage color of the card next to it or the color of the following stage. To indicate this, overlap the card slightly with the adjacent card whose stage color you like to adapt.

3. Premiere Phase

If you assigned the task RELEASE A MOVIE to a production assistant during the WORKING PHASE, the movie will now be having its world premiere. Normally there are 3 markets you can choose from (USA, Europe, China). Each has its own advantage.

Black dossier: Check if any player is blocked by a black dossier. The blocked player can't move his production assistant to the markets USA, Europe or China in this round. Your production line stays as it is (and can even be expanded next round). You just have to wait until the next round to have your premiere.

In a 3 or 4 player game, you can choose to have a streaming premiere instead and move your production assistant to the Internet market later on. You score points for that too, but that costs you money and you can't hit a trend.

In top to bottom order all players that have one production assistant assigned with a RELEASE A MOVIE task, now move it to a market for the world premiere. Every market (except the Internet) can only be occupied by one player. The prestige points are awarded after every premiere.

Prestige points

The success of the premiered movie (and the amount of prestige points you receive) depends on six different elements:

  • Script
  • Stars
  • Production cards
  • Production period
  • Trends
  • Market

Script

The bottom of the script cards will depict the minimum amount of cards you must have in each stage's production line: pre-production, shooting, post-production and marketing. You may have more cards than required.

A joker has the color you assigned to it.

If you fulfill these requirements, you receive the number of prestige points shown on the card. You will not receive any prestige points if you're unable to fulfill these requirements.

(Example: a script requiring 1 pre-production, 2 shooting, 1 post-production and 1 marketing card, worth 9 prestige points.)

Stars

Some star cards also have requirements regarding the production line. This can be one or more of the following:

  • a certain amount of cards of a certain stage (=color)
  • a specific production card (=color+image)
  • a specific genre (icon)

If you have a star in the production line during the PREMIERE PHASE where requirements are not satisfied (e.g. you do not have the required CATERING card), you will not receive any prestige points for the star. If you have met the requirements, you receive the points shown on the card.

Production cards

Types of production cards vary in value.

Jokers: You don't receive any prestige points for a joker.

Upgrade cards: To receive the prestige points shown on the card, you must have the base card in the production line. If you don't have it, you'll only get +1 prestige point for the upgrade card. The base card always gets the prestige points shown on the card.

Other cards: You receive the prestige points shown on the card.

(Example: a production line of script, Script Doctor 2, Rehearsals 2, Stunts 1, Catering 1, a star 0, Soundtrack with upgrade 2+2 and Director joker 0 gives 10 prestige points for the production cards.)

Production period

The production period is defined by the number of production cards in the production line. You don't count stars, scripts or upgrade cards (in combination with the base card).

The longer a production takes, the more lavish it will be. This means better quality, but also more expensive. And Grumpy doesn't like expenses. This has the following consequences:

  • 1-5 cards: no consequences
  • 6 or more cards: +2 prestige points and -1 sympathy (heart)

Exception: If you fulfill the requirements for the BLOCKBUSTER trend, you don't lose sympathy.

Trend

If you are the first player this round to meet the requirements for the current trend, you get the prestige points shown in the top left corner of the card, a golden statue and +1 sympathy (heart). All other players get -1 sympathy (heart).

All other players that also meet the requirements on their turn, will only get the prestige points and +1 sympathy (heart), but no golden statue.

Some trends require a certain market for the premiere. You can ignore this requirement, but then you'll only receive the prestige points shown in the top right corner.

(Example: the trend card "Arthouse" requires a drama movie premiered in Europe; it gives 3 prestige points with the market and 1 without.)

Market

From the supply take the marker that represents your chosen market. The amount of these markers (and therefore the chosen markets) is relevant to the endgame.

Additionally every market has its specific bonus.

  • USA - The biggest box office comes from the American market. You receive +3 money.
  • Europe - Europe, the home of prestigious arthouse movies. You receive +2 prestige points.
  • China - Chinese productions are very efficient and have more resources. You can draw the topmost card from the production card draw pile. You don't have to pay the costs for this card. The 4 CARDS RULE is still in effect.
  • Internet - This market can only be chosen in a 3 or 4 player game (in the last round of the game or as an alternative if you are blocked by a black dossier). If you haven't placed a production assistant on RELEASE A MOVIE or all other markets are already occupied, you can premiere 1 production line on the Internet. You lose -2 money. You can't hit a trend.

Cleaning up cards

The production and star cards of the premiered movie are discarded to their respective piles. Place the script card face up next to your player's tableau for the endgame.

4. Upkeep Phase

Production assistants

After all the work is done, your production assistants return to your office. Place them on your player's tableau.

Production cards

If there are still cards on the cheapest two slots (the slots without additional costs), they are discarded. The other cards move along from the more expensive to the cheaper slots. After that, any unoccupied slots will now be filled with new cards from the draw pile.

[A heading and text block at the top of the next page are blanked in the draft.]

Black dossier

Your blackmail attempt was successful, and Grumpy doesn't see the funny side. But today is your lucky day! As Grumpy is afraid of how you'll use this new-found knowledge, your colleagues have to pay instead.

Black dossier:

  • If you played a black dossier this round, put it back in Grumpy's office.
  • In a 2 player game, you get -1 sympathy (heart).
  • In a 3 or 4 player game, all other players get -1 sympathy (heart).

Restock other cards

All script and star cards are discarded from the boards and put into their respective discard piles. The boards are refreshed with cards from the draw pile.

The active trend card (rightmost in row) is discarded. All other trend cards move one slot to the right. Draw a new trend card and put it face up on the empty slot.

New first player

The active first player gives the first player token to the player to his left. If a player used a production assistant on the "become first player" field this round, that player gets the token instead. The new first player will start the next round.

End of Game

Aaaaaaaaand cut! Thank you...

After all players have taken their turn in the PREMIERE PHASE of round 10 the game ends. (You can easily tell that by seeing only one trend card left on the board.) At this point the UPKEEP PHASE is no longer resolved.

Grumpy's Sympathy

As a bonus, add the corresponding prestige points from your sympathy bar. If there's a negative sympathy value, you subtract the prestige points instead.

Money

With your remaining money you help upcoming talents finance their movies.

For every 3 money you get +1 prestige point.

Black Dossier

Black dossier: If you still have an unused black dossier, you receive +3 prestige points.

The Twist

Now is the time for bonus points. You can receive awards (resulting in additional prestige points) which can tremendously change the overall ranking.

If any award lists the number of movies, movies that have been removed from the game won't count.

If there's a tie, all players that meet the requirements will receive the prestige points.

  • Most hardworking producer: +3 prestige points. The player who released the most movies.
  • Exploitation: +3 prestige points. A player has to have released the most movies in a genre (action, comedy or drama). If a player dominates several genres, they receive the bonus multiple times.
  • The patriot: +3 prestige points. A player has to have released the most movies in a market (USA, Europe or China). If a player dominates several markets, they receive the bonus multiple times.
  • King of the world: +5 prestige points. A player must have released at least 1 movie in USA, Europe and China.
  • Jack-of-all-trades: +5 prestige points. A player must have released at least 1 movie of the genres action, comedy and drama.
  • Trendsetter: +7 prestige points. The player who has the most golden statues.

Winner

The player with the most prestige points has won.

If there's a tie, the player who released the most movies wins.

Still a tie? The player with the most golden statues is the winner.

You're kidding... Okay, fine. These players must share the victory.

Alternative Game Modes

Shoot a Short

(reduced playing time)

If you don't have the time for a full game, then take the following steps:

  • during setup
    • deal every player 2 production cards,
    • let every player keep 2 script cards (instead of 1) and
    • discard 10 trend cards (instead of 7)
  • leave the annual plans out of the game
  • end the game after 7 rounds

You can also combine this mode with the CLEAN HANDS mode.

Clean Hands

(being nicer to your friends)

Sensitive players could have a problem with the black dossiers. If this slightly destructive game element is too much for your game night, you can play Movie Empire completely without using the black dossier rules. (The paragraphs marked with the black line, shown above as "Black dossier:".)

List of Annual Plans

Each annual plan card also shows the three ways of ignoring it (black dossier, topmost 3 sympathy levels, pay -4 money). A lightning-bolt card takes effect instantly for all players.

  • "Europeans and their overrated arthouse cinema. But the customer is always right." You can only release drama movies this round.
  • "These schmaltzy rom-coms get on my nerves. Give me something with a bang!" You can only release action movies this round.
  • "You know the classic with the banana peel? That's what I want!" You can only release comedies this round.
  • "The lead actor can't shoot? Because of a cold? What do you mean by suspending the shoot??" You can't draw production cards from the stage SHOOTING this round.
  • "The writers are on strike again! Who do they think they are?" You can't draw script cards this round.
  • "The actor's pay is becoming outrageous. Soon they earn more than me!" You can't draw star cards this round.
  • "That's gotta be faster. I need a movie. Now!" You can't release movies with production cards from the stages PRE-PRODUCTION or MARKETING this round.
  • "This shabby actor seems to be trending again. I want a movie with him!" You can't release movies without at least 1 star card this round.
  • "There's an important delivery coming. But I left my golden credit card at home..." You can't use the credit card this round.
  • "What did you do this time? You don't know nothing about money, don't you?" (instant) Each player loses -2 money from his budget.
  • "Today is a good day. Here, I have some change in my pockets." (instant) Each player gets additional 3 money to his budget.
  • "Let your colleague show you how to do it right!" (instant) Each player gives 2 cards from his hand to the player to his left.
  • "Today is your lucky day. I'm in a good mood. I should go and visit a doctor." Nothing happens.

Summary

Playing the Game

A game lasts 10 rounds. Every round has the same phase order.

  • Grumpy's office is placed next to the game board. [Partly blanked in draft.] Put Grumpy's standee on his office chair. (The best position for the office is when Grumpy can look players grimly in the eye.) Shuffle the annual plan cards. Randomly discard 6 annual plan cards facedown back into the box. Place the rest faceup as a draw pile on one empty slot atop Grumpy's desktop (the other slot is for the annual plan in effect this round).

Black dossier: The black dossiers (a number one less than the number of players) are on the floor.

  • A heap of market tokens are placed adjacent to the board.

  • Determine the starting player together at random or the last person to watch a movie in the cinema. Give the starting player the first player marker.
