Setup
Separate the protective layer from both halves of the game board and stick them onto the plastic base so that the Monopoly logo is exactly in the middle (see Fig. 1). Separate the Property cards and the Chance and Community Chest lists. Remove the tokens and keys from their cells (use scissors if necessary). Then place the tokens on GO. Place the keys, Houses, Hotels, and dice next to the board. Divide the money, and place the banknotes sorted by denomination in stacks next to the board. Each player then chooses a token.
Fig. 1: setup illustration (board being fitted to the plastic base).
Bank
One of the players is appointed Banker. The Banker performs the Banker's functions at the same time as taking part in the game. The Banker gives each player 1,500 thousand rubles, distributed as follows:
- two banknotes of 500 thousand rubles
- four banknotes of 100 thousand rubles
- one banknote of 50 thousand rubles
- one banknote of 20 thousand rubles
- two banknotes of 10 thousand rubles
- one banknote of 5 thousand rubles
- five banknotes of 1 thousand rubles
All other money remains in the Bank.
The Bank never goes "bankrupt" and issues as much money as needed, in the form of IOUs on plain paper.
Game
Each player in turn rolls the dice. The player who rolls the highest total goes first.
Turns
The first player rolls both dice and moves their token clockwise around the board, in the direction of the arrow. Depending on the space the token lands on, the player does the following:
- buys building lots or other Property
- pays rent when landing on Property that another player already owns
- pays taxes
- rolls the dice when landing on a Chance or Community Chest space
- goes to Jail
- skips a turn when landing on Free Parking
- receives a salary of 200 thousand rubles
- "simply" lands in Jail
Doubles
If you roll doubles on the dice, you have the right to move as usual and then roll the dice again and move once more. However, if you roll doubles three times in a row, you must go to JAIL immediately. In this case you skip your next turn.
Passing GO
Each time your token lands on GO or passes through it, the Banker pays you 200 thousand rubles.
Property Space With No Owner
If you land on a Property space that has no owner, you have the choice to buy this Property from the Bank at the price shown on the board. If you decide to buy, you pay the Bank for this Property and receive in exchange the Property card confirming your ownership. If you decide not to buy, the Banker must immediately offer this Property for sale at auction. The auction participant who offers the highest price must pay the Bank and receives the Property card for this Property.
Property Space With an Owner
If you land on a Property space owned by another player, the owner receives from you the rent stated on the Property card. It is always advantageous to own all the Properties of one colour group.
In this case the owner may collect double rent for unused lots of this Property (i.e. spaces without Houses or Hotels).
A player who owns all the spaces of one colour group may collect double rent if any of the lots serves as security for a mortgage.
Utility Spaces
If you land on a space with one of the Utilities, you may buy this Utility if it does not yet have an owner. As with other Property, you pay the Bank the price stated on the space.
If the Utility already has an owner, you may be asked to pay rent to the owner according to the number rolled on your dice. If the owner has only one of the Utilities, the rent equals four times the number rolled on the dice.
If one player owns both Utilities, you must pay an amount equal to ten times the number rolled on your dice.
If you decide not to buy, the Banker puts the Utility up for sale at auction to the player offering the highest price. You may also take part in the auction.
Railroad Spaces
If you land on a Railroad space for the first time, you have the opportunity to buy the Railroad. Otherwise it is put up for auction by the Bank; you may also take part in the auction.
When landing on a Railroad space that already has an owner, you must pay the rent stated on the Property card. The amount payable changes depending on the number of Railroads the player owns.
Chance and Community Chest Spaces
If you land on these spaces, you roll three dice.
If you roll, for example, 12, the number 12 must match the number of the corresponding Chance or Community Chest card. You must carry out the required action immediately, except when you receive the "Get Out of Jail Free" key. In that case you may take the key and keep it until you need it.
If you have to pay a fine when landing on a Chance or Community Chest space, the money must be paid to the Bank.
Free Parking
If you land on this space, you remain on it until your next turn. No fine is imposed for landing on this space; you may continue to carry out transactions as usual.
Jail
You must go to Jail if:
- you land on the space marked "Go to Jail", or
- you draw a Chance or Community Chest card marked "Go to Jail", or
- you roll three doubles in a row.
If you go to Jail, you lose your turn. You may not receive the salary of 200 thousand rubles, regardless of the space you are on. While in Jail, you may not collect rent on Property, on condition that it is not mortgaged. (Transcriber note: the printed sentence is ambiguous about mortgaged Property; transcribed as printed.)
To get out of Jail, you must do one of the following:
- roll doubles on one of your next turns, or
- use the "Get Out of Jail Free" key, if you have one, or
- pay a fine of 50 thousand rubles, or
- buy the "Get Out of Jail Free" key from another player at a price agreed with that player.
Immediately after your third roll of the dice, if you did not roll doubles, you must pay the Bank 50 thousand rubles. After this you may leave Jail and immediately move from the Jail space by the number rolled on the dice.
If you are "not sent to Jail" but land on the Jail space during play, you are only "just visiting" Jail and you do not pay a fine. On your next turn you move forward as usual.
Houses
To buy Houses from the Bank, you must own all the Properties of one colour group.
If you buy one House, you may place it on one of the lots of that group. The next House you buy must be placed on one of the unoccupied lots of this or any other complete colour group you own. The price of each House is stated on the Property card.
At any time during your turn you may buy or build as many Houses as you wish, as your financial position allows, up to a maximum of four per lot. You must build evenly, however: you may not build more than one House on a lot of a colour group until you have built one House on each lot of that colour group. Then you may begin building a second House, then a third and a fourth. Houses must also be sold evenly. Houses may not be built if any lot of the same colour group is mortgaged.
Hotels
To buy a Hotel, you must have four Houses on each lot of a complete colour group. Hotels are bought in the same way as Houses: the four Houses are returned to the Bank plus the price stated on the Property card.
Note: only one Hotel may be built on a single lot.
Selling Property
Unimproved lots, Railroads, and Utilities may be sold to any player as a private deal for a sum acceptable to the owner. However, no lot may be sold to another player if any lot of its colour group has a building on it. If the owner wants to sell any lot of this or another colour group, they must first return to the Bank all buildings on those lots.
Mortgaged Property cannot be sold to the Bank, only to other players.
Players may sell Houses and Hotels back to the Bank at any time. The Bank pays half the original price paid for the Houses. For Hotels, the Bank pays half the price of the Hotel in cash plus half the price of the four Houses given to the Bank when the Hotel was bought.
Mortgages
To raise money, players may mortgage their Property with the Bank. The mortgage value of each Property is printed on the back of its Property card. The interest rate on a mortgage is 10%. It must be repaid together with the full loan amount when the mortgage is lifted.
To show that Property is mortgaged, turn its Property card over so that the reverse (red) side is face up.
Before mortgaging a lot, the player must return to the Bank all buildings on that lot and on the other lots of its colour group.
If mortgaged Property is sold, the new owner may lift the mortgage immediately by paying the amount stated on the card plus 10% interest. If the new owner does not lift the mortgage, they must continue to pay the 10% interest. If the mortgage is lifted later, the owner pays 10% interest and also the amount stated on the card.
Bankruptcy
If you owe the Bank or another player more money than you can raise from your assets, you are declared bankrupt and leave the game.
If you owed the Bank, the Bank takes all your money and Property. The Banker then sells all of the Property at auction to the participant offering the highest price.
You must return the "Get Out of Jail Free" keys to the side of the board.
If you became bankrupt as a result of debt to another player, your Houses and Hotels are sold to the Bank for half their original price, and that player receives all of your cash, Property cards, and "Get Out of Jail Free" keys. If you have mortgaged Property, you must also hand it over to this player; the player must immediately pay the 10% interest and then decide whether to keep the mortgage in place or lift it at once.
Winner
The last player remaining in the game is the winner.
Game Notes
You must keep track of the rent collected on your own Property.
If you owe rent that exceeds your cash, you may pay your creditor partly in cash and partly in Property.
Money may be lent to a player only by the Bank, and then only against the mortgaging of Property.
