In the tutorial (Mission 0), do Crystal Shards count as Minions for attacks?

Yes. In the tutorial a Crystal Shard takes damage like a Minion, from attack cards and from stomping, and Chain Lightning can chain through it. The exception is Skewer: stomping a shard does not give you a Minion shield.
