When does the draft timer start being used in Mission 1?
The Mission 1 and Mission 2 text in the rulebook says so, and forum replies agree about Mission 2.

Not at the start of Mission 1. The Mission 1 rules turn on timed drafting only once the Bomb leaves the School (Escalation), and it stays on for all later missions. Mission 2 opens with a timed double draft.
