Does a higher-range attack also hit targets at the shorter ranges?

Yes. Ranges are inclusive: a range-3 attack covers everything in ranges 1 and 2 as well, so a level-3 Cyclotron, Flamespitter or Hexmatic Aimbot still reaches adjacent targets. Hexmatic Aimbot hits only one target, but you pick which target within range; and 'in' and 'within' mean the same thing.
