Can a slot with Slot Damage be reprogrammed, discarded or swapped?

No. You cannot place cards on, remove, or voluntarily reprogram a slot with Slot Damage until the damage is repaired, and scrapping Electric or Computery cards only swaps undamaged slots. Only a swap forced by a Glitch damage card can move a damaged slot, and then the whole stack moves, damage card included.
