Can I cast both halves of a split card, and how does fuse work?

Normally you choose and cast just one half of a split card, and the other half is only text on the card elsewhere. A fuse card is the exception: cast both halves together and they go on the stack as a single spell with a combined cost, so one counterspell stops both.
