The game layout is as follows:
- Super Clients (3): the three 'Super Client' cards are placed face up in a row.
- Market Value (4): the four 'Market Value' cards are placed in a face-down pile.
- Safe (4): each player places their 'Safe' card in front of them.
- Location of the buildings: three spaces, labelled 'Casino constructions', 'Restaurant constructions' and 'Hotel constructions', where construction cards are placed as they are built.
- Draw pile (5): the face-down pile of action cards, with the discard pile beside it.
- Discard pile: the face-up pile of discarded cards.
- Hand (7): each player holds seven cards.
Preparation of the Game
-
Set the special cards aside. The 'Market Value', 'Super Client', 'Safe' and 'Reminder' cards must be removed from the main deck and set aside.
-
Determining the market value. The four 'Market Value' cards are placed into a pile, face down, in the middle of the table. A 'Market Value' card is randomly picked to determine the starting value of the pearls and diamonds.
-
Placing the 'Super Client' cards. The three 'Super Client' cards are aligned side by side, face up, next to the 'Market Value' cards in the middle of the table.
-
Placing the 'Safe' cards. Each player gets a 'Safe' card that they place in front of them.
-
Placing the action cards. The other cards, 'Mission', 'Transaction', 'Construction', 'Game', and 'Client', are shuffled and put into a pile, face down, in the middle of the table. This pile will be used as the draw pile.
-
Determining the first player. To determine the first player, each player picks a card. The player who has the card with the highest value is the first player. The cards used are then discarded into the discard pile.
-
Drawing the starting 'hand'. Taking turns, clockwise, each player draws seven cards, starting with the first player.
Turn
The players alternate turns, clockwise, starting with the first player. The player whose turn it is, is called 'the active player'.
Each player's turn is divided into four phases:
- Phase 1: Playing action cards ('Construction', 'Game', 'Mission' or 'Transaction');
- Phase 2: Playing 'Client' cards;
- Phase 3: 'Super Client' moving and income;
- Phase 4: End of the turn and drawing back to a full seven card hand.
The next player then becomes the active player.
Description of the Phases
Phase 1: Playing Action Cards ('Construction', 'Game', 'Mission' or 'Transaction')
The active player can only play one type of action card per turn. (Ex: only 'Construction', or 'Game', or 'Mission' or 'Transaction' cards.)
If he is not satisfied with his hand, the active player may also discard all of his cards into the discard pile.
If that option is chosen, the player goes directly to phase 3.
Action Cards
1.1 'Construction' Cards
The construction cards allow the player to build new constructions on one of the three building spaces: the Casino, Restaurant and Hotel.
The player may play more than one 'Construction' card in the same turn.
To play one or more 'Construction' card, the player must, at the end of his turn, discard one or more cards from his hand whose total manpower value is equal or greater than the total manpower cost required according to the 'Construction' cards played. Extra manpower is lost.
Example: the played cards cost a total of 7 manpower to play. The discarded cards may provide a total of 8 manpower. They can be used to play the cards costing 7 manpower.
Players cannot build the same construction twice. For example, a player cannot build 2 penthouses.
The 'Construction' cards are arranged in columns by type (Casino, Restaurant and Hotel), face up, in front of the player. (See Game Layout, p4.)
No excess cards may be paid as a way to discard extra cards.
If the building is held by a 'Mission - Expert Cheater', 'Mission - Obnoxious Family' or 'Mission - Rock Band on Tour', no construction can be added on that building, unless the player plays the 'Construction' card that protects the building: 'Construction - Surveillance Camera', 'Construction - Guest List' and 'Construction - Security'. In a case where a protective card is built, the countered mission card is discarded. (See details p. 15)
1.2 'Game' Cards
Game cards allow the player to amass money gambling alone or with all opponents.
A player may only play one card of this type during his turn.
There is no manpower cost to play a game card.
Description of the 'Game' Cards
1.2.1 Poker Texas Hold'em
All players must participate in this game. Each player chooses two cards from his hand that he places, face down, in front of him. Once all players have chosen their cards, the cards are turned face up in a way that all players can see them. Then, the active player turns 5 cards from the draw pile and places them in the middle of the table. Taking a look at the following poker hand chart, the player who has the strongest hand of five cards, using the two chosen cards from his hands and the cards turned from the draw pile, wins 2 million dollars per player around the table. The winner takes the money from the bank.
If there is a tie in hand ranking, the total amount of the pot (2 million dollars X number of players around the table) is divided by the number of winners.
Example (as printed): In the preceding example, the active player with the suite (4-5-6-7-8) is the winner because his opponent does not own a stronger poker hand. Since there are two players, the winner wins 4 million dollars (2 M $ / players). The winner takes the money from the bank.
All the cards used for this game must be discarded into the discard pile, including the cards played by all players.
Exception: If a player has less than two cards in his hand, it is not possible for him to participate.
Only the active player completes his hand to 7 cards at the end of his turn (phase 4). The other players will have to play their turn with 2 cards less.
Possible poker hand, from the strongest to the weakest:
- Same kind straight (e.g. 6-7-8-9-10 of clubs)
- Same value (five of a kind, e.g. 9 9 9 9 9)
- Square (four of a kind, e.g. 9 9 9 9)
- Full house (e.g. 9 9 9 J J)
- Same kind (five cards of the same suit, e.g. A J 9 5 3 of diamonds)
- Straight (e.g. 2-3-4-5-6)
- 3 same value (e.g. 9 9 9)
- 2 pairs (e.g. 9 9 J J)
- 1 pair (e.g. 9 9)
- Strongest card (A > 2)
1.2.2 Roulette
All players must participate in this game. The active player chooses from his hand, two cards of different value that he places face up, in front of him. Then, the player on his left chooses a card of a different value from his hand that he places, face up, in front of him. Taking turns, all other players do the same.
Once all players have played their card, the active player picks cards from the draw pile, one card at a time, until he gets a card with the same value as one of the cards from the other players. The player who owns the card with the same value wins 1 million dollars per card picked, up to the amount of 10 million dollars. The winner takes the money from the bank.
Example (as printed): In this example, the player who chose the 5 is the winner. As the card turned is the third one; he wins 3 million dollars from the bank.
All cards used for this game must be discarded into the discard pile, including the cards played by all players.
Only the active player completes his hand to 7 cards at the end of his turn (phase 4). The other players will have to play their turn with 2 cards less.
Exception: If a player owns no card in his hand, or only owns cards with the same value as the cards already played by other players, it is not possible for him to participate.
1.2.3 Slot Machine
This game is played only by the active player. The active player discards from 1 to 3 cards from his hand. Each discarded card composes his bet. Then, he turns 3 cards from the draw pile. Taking a look at the following chart, the player multiplies his bet by the combination of pearls and/or diamonds that he gets from the drawn cards. If he wins, the money is taken from the bank.
Pay table (value of the result, by bet cards: 1 card / 2 cards / 3 cards):
- Two pearls OR two diamonds: 2 M$ / 4 M$ / 6 M$
- Three pearls: 4 M$ / 8 M$ / 12 M$
- Three diamonds: 5 M$ / 10 M$ / 15 M$
Example (as printed): In the preceding example, the active player would have gotten twice his bet since he picked two cards with a pearl symbol.
All cards used for this game are discarded into the discard pile, including the cards played by the active player.
1.3 'Mission' Cards
The mission cards allow the player to sabotage the plans of the other players.
A player may play one or more than one mission cards in the same turn.
No excess cards may be paid as a way to discard extra cards.
To play one or more than one mission cards, the player must at the end of his turn, discard cards from his hand whose manpower value is equal or greater than the total manpower cost of the mission cards played. Any excess manpower paid is lost.
'Rock Band on Tour', 'Obnoxious Family' and 'Expert Cheater' remain on the building of the targeted player until cancelled. All other 'Mission' cards are placed in the discard pile after they are played.
Description of the 'Mission' Cards
1.3.1 Espionage
The player randomly steals a card from each other player's hand and adds them to his hand.
Any 'Mission' cards collected while spying may be used immediately by paying the necessary cost in manpower.
1.3.2 Bomb
The player destroys another player's construction. The destroyed card is placed into the discard pile.
1.3.3 Safe Robbery
The player randomly steals up to three cards from another player's safe and adds them to his own safe.
1.3.4 Extortion
The player steals 1 million dollars from all other players who have money.
1.3.5 Rock Band on Tour
The player blocks another player's hotel. The card is placed on the building 'Hotel' of the opponent even if the opponent does not own a construction 'Hotel'.
No construction may be added while this card is placed on the building, unless it is the 'Construction Hotel-Security Agency' card because this card cancels that mission card. When this card is played, the 'Mission' card is discarded.
The 'Mission-Rock Band on Tour' card may not be played if the 'Construction Hotel-Security Agency' card is already on the building of the opponent.
1.3.6 Obnoxious Family
The player blocks the restaurant of another player. The card is placed on the building 'Restaurant' of the opponent even if the opponent does not own a construction 'Restaurant'.
No construction may be added while this card is placed on the building, unless it is the 'Construction Restaurant-Guest List' card because this card cancels that mission card. When this card is played, the card 'Mission-Obnoxious Family' is discarded.
The card 'Mission-Obnoxious Family' may not be played if the 'Construction Restaurant-Guest List' card is already on the building of the opponent.
1.3.7 Expert Cheater
The player blocks another player's casino. The card is placed on the building 'Casino' of the opponent even if the opponent does not own a construction 'Casino'.
No construction may be added while this card is placed on the building, unless it is the 'Construction Casino-Surveillance Camera' card because this card cancels that mission card. When this card is played, the card 'Mission-Expert Cheater' is discarded.
The card 'Mission-Expert Cheater' may not be played if the 'Construction Casino-Surveillance Camera' card is already on the building of the opponent.
1.4 'Transaction' Cards
The card 'Transaction' allows the player to add up to three cards Pearls and/or Diamonds under his safe card or to sell Pearls and/or diamonds according to the market value.
The player may only play this type of card once in his turn.
The player who plays a 'Transaction' card must tell the other players the transaction he wishes to make:
Buy pearls and/or diamonds OR sell pearls and/or diamonds.
The 'Transaction' cards played are discarded, as well as the ones taken from the safe for the sale.
The player randomly takes a new card from the left over 'Market Value' cards and shows it. This card determines the new market values of the pearls and diamonds.
1.4.1 If the Player Chooses to Buy Pearls and/or Diamonds
The player chooses up to three cards from his hand having a pearl or diamond symbol and places them, face down, in his safe without showing them to the other players.
Only cards with diamonds or pearl can be added.
1.4.2 If the Player Chooses to Sell His Pearls and/or Diamonds
The player chooses up to three cards from his safe and receives the amount according to the actual value shown on the card 'Market Value'. The player takes the money from the bank.
Example (as printed): Selected cards 20 pearls and 20 diamonds. Market value: 20 x $100,000 = $2M, plus 20 x $200,000 = $4M, for a total of $6M.
Phase 2: Playing 'Client' Cards
The active player may play one or more 'Client' cards that earn him an income.
There are three different 'Client' cards: 'Client-Casino', 'Client-Restaurant' and 'Client-Hotel'.
The 'Client' card gives the player 1 million dollars per construction in the building associated to the 'Client' card played. The player takes the money from the bank.
In the case where a player plays a 'Client' card associated to a building that has no construction, the 'Client' card is simply discarded.
A 'Client' card played in a building that is blocked by one of these 'Mission' cards: 'Rock Band on Tour', 'Obnoxious Family' or 'Expert Cheater' does not give any income.
The 'Client' card or cards played are then discarded.
Example (as printed): In the preceding example, the player plays a 'Client-Restaurant' card. Since the player owns two construction cards in this building, the 'Client' card played gives the player 2 million dollars. The player takes the money from the bank.
Phase 3: Moving and Income from 'Super Client' Cards
The 'Super Client' cards give income to the players who own them every turn.
There are three different 'Super Client' cards: 'Super Client-Casino', 'Super Client-Restaurant' and 'Super Client-Hotel'.
The player who owns the most constructions in the same building (minimum 3), is given the 'Super Client' card associated. The 'Super Client' card is placed on top of the matching building and is not discarded.
If a player has the number of constructions in the same building as another player who already owns the 'Super Client' card, this player keeps his card.
If a player owns the 'Super Client' card and then, because of a bomb, has an inferior number of constructions compared to opponents, or has less than three constructions, he loses the 'Super Client' card. The player who owns the biggest number of constructions associated to the card (minimum 3), is given the 'Super Client' card. In the rare case that two players owns the same number of constructions, the lost 'Super Client' card is put back in the middle of the table.
A 'Super Client' card may be placed in a building that is blocked by one of these 'Mission' cards: 'Rock Band on Tour', 'Obnoxious Family' or 'Expert Cheater'.
The 'Super Client' card gives one million dollars per construction in the associated building. The player takes the money from the bank. A building held by one of these Mission cards: 'Rock Band on Tour', 'Obnoxious Family' or 'Expert Cheater', does not give any income.
Phase 4: End of the Turn and Completing Hand Back to Seven Cards
4.1 Verifying Victory
If a player earns at least 30 million dollars, the game ends and the richest player is the winner.
4.2 Drawing Back to a Full Seven Card Hand
Once a turn is ended, only the active player may pick cards from the draw pile. He must have seven cards.
A player may end his turn with more than seven cards in his hand if he played a 'Mission-Safe Robbery' card or 'Mission-Espionage' card.
Summary
In a turn, a player may decide to throw his hand into the discard pile and draw seven cards from the draw pile. Then he goes to phase 3.
'Super Client' Cards
There is a minimum of three different construction cards in a same building to get the 'Super Client' card associated. This gives one million dollars to the owner per associated construction. This is applicable every turn. The opponents absolutely must surpass the number of constructions in the associated building to take the 'Super Client' card.
'Mission' Cards
The summary diagram pairs each protective 'Construction' card with the 'Mission' card it defends against ("Defends against"):
- Casino: 'Construction Casino-Surveillance Camera' defends against 'Mission-Expert Cheater'.
- Restaurant: 'Construction Restaurant-Guest List' defends against 'Mission-Obnoxious Family'.
- Hotel: 'Construction Hotel-Security Agency' (shown as 'Security') defends against 'Mission-Rock Band on Tour'.
Summary of the Turn Phases
Phase 1: Playing action cards ('Construction', 'Game', 'Mission' or 'Transaction');
- 'Construction' and 'Mission': a player can play as many cards of the same type during their turn.
- 'Game' and 'Transaction': a player can play only one card of that type during their turn.
