Setup

  1. Locate the STARTING MARKET tile (the white double-sided tile) and place it in the center of the playing area. Shuffle the remaining tiles and form face-down stacks nearby.

  2. From the face-down stacks of tiles, draw and place 6 GOODS TILES around the Starting Market tile. Any Market tiles that are drawn are set aside, and shuffled back into the face-down tiles. Leave plenty of room around these tiles to expand the land throughout the game.

    Note: There are a total of 6 Market tiles. These are used for making trades and for moving quickly.

  3. Place the SCORING AND ROUND TRACK BOARD on the table. Place the Round Marker on space 1 of the Round Track.

  4. Each of the 6 Goods in the game are represented by GOODS TOKENS in quantities of 1, 3 or 5. Sort the tokens by type and form piles within easy reach of the players.

    Each Goods Tile features pictures of 2 different Goods, except for Wheat Tiles, which show 3 wheat symbols. Place 1 (value one) matching token onto each picture of a Good appearing on the tiles.

    Note: For each of the six types of Goods there are 30 "1" tokens, 10 "3" and 9 "5". There are also a few additional Wheat tokens, as Wheat is the most common Good.

  5. Next, each player selects a color and takes the 4 WORKERS of that color. Players place 1 Worker on the Starting Market Tile, and 1 Worker on the Start space of the Scoring Track. The remaining 2 Workers are placed in front of the players.

  6. From the deck of cards, locate the 5 OFFERING CARDS showing a Market stall and give one to each player. Return any remaining Offering Cards back into the box.

  7. Locate the END Card and set it aside for now. Separate the remaining cards into 2 piles. One pile contains all of the DEMAND Cards (purple top border with a Crown), while the other pile consists of the REPLENISH cards. There are 2 types: INCREASE STOCK (green top) and SOW WHEAT (orange top) cards.

Game Overview

In King of Indecision, the players represent Nobles vying to be the most successful at meeting their King's ever-changing demands. The tiles represent the Kingdom across which players will send their Workers out to explore and gather Goods in an attempt to offer them to the King before he changes his mind!

There will always be a face-up Demand card showing what Good or combination of Goods the King is currently desiring. Players must quickly gather the right Goods and offer them up before the King makes a new Demand!

A new card is revealed at the end of each Round. Most of the time, it will be a Replenish card, which will instruct you to add Goods somewhere in the Kingdom. When a new Demand card is drawn, it is time to see who managed to offer up the most of the Goods on the current Demand.

There are 6 Goods available throughout the Kingdom: Wheat, Spice, Gold, Stallions, Silk and Peacocks.

How to Play

Each game Round consists of a varying number of turns. On a turn, players perform their actions (3 or 4, determined by the number of Workers they have employed).

Starting with the first player and moving clockwise, each player can perform up to 3 actions (they can be different actions or actions may be repeated). Most actions require the use of a Worker. You only have 1 Worker to start but may gain 2 more. When you hire your 3rd Worker, you gain an additional action. Once all players have taken their actions, the next player clockwise becomes the new First Player and then a new card is drawn. When a Replenish card is drawn, new Goods will become available. When a new Demand card is revealed, the game Round is over and players will score their points, if any, before beginning a new Round.

Actions

Each player, in turn order, takes all of their actions.

There are 6 possible actions. Each may be taken multiple times during a turn, with the exception of Hire a Worker (which takes all of your actions for a turn). The possible actions are Explore, Move, Collect, Trade, Make an Offer and Hire a Worker.

Action: Explore

Exploring allows you to expand the board by drawing and placing a new hex tile adjacent to a tile occupied by one of your workers. You must indicate which of your workers is Exploring before drawing the tile. The new tile must be adjacent to the exploring worker and must be placed so that it touches at least two other tiles.

The exploring worker does NOT move onto the newly placed tile.

After adding a new tile, add 1 value one token to each Goods symbol shown.

Note: Wheat tiles depict 3 wheat symbols, and therefore they get 3 Wheat tokens when they are added by an Explore action.

Action: Move

You may move 1 Worker from 1 tile to an adjacent tile for one action. You may also move a Worker from a Market tile to any other Market tile for 1 action, regardless of distance.

Action: Collect

You may collect ALL of 1 TYPE of Goods tokens that are on the same tile as your Worker. Add these Goods to your personal supply.

Action: Trade

If 1 of your Workers is standing on a Market tile, you may perform as many 2 for 1 trades as you like for a single action. You must trade 2 of the same Good for 1 of any other. Note that, although the King will never demand it, Wheat is plentiful and very valuable for making Trades! You may only trade Goods from your personal supply, NOT from those you have added to your Offering card.

Action: Make an Offer

You may place any number of Goods you own, of as many types as you wish, onto your Offering card. When a new Demand card is drawn at the end of a turn, the current Demand will be assessed, and it is only the Goods currently sitting on your Offering card that will be considered by the King. Don't wait too long to make an offering!

Example: The current Demand card shows that the King is looking for Spice AND Gold. The Player spends an action to add 5 Gold and 1 Spice from their personal stock to their Offering Card. Only Goods that are on the Offering Card will be considered by the King!

Action: Hire a Worker

At the beginning of the game, you have 2 additional Workers to hire. To hire one of them, you must use up all 3 of your actions for the current turn. If you have already taken an action this turn, you may not hire a Worker until your next turn. Additionally, new Workers cost resources as well.

  • 2nd Worker costs any 3 Goods
  • 3rd Worker costs any 6 Goods

Hiring your 3rd and last Worker also gives you a 4th Action on all of your future turns!

Place your newly hired Worker on any Market tile or on a tile that already has one of your Workers.

Draw a Card

After all players have taken their actions, pass the First Player token to the next player clockwise and then reveal the top card of the deck. There are 2 possible outcomes:

A Replenish Card Is Drawn

Drawing a Replenish card means that new Goods may appear in the Kingdom! If you have drawn an INCREASE STOCK card, add 1 value one Goods token to every symbol on the board that matches the card drawn. If there are already tokens present, simply add the new token to the existing ones (you may consolidate multiple value 1 tokens using the value 3 and value 5 tokens if necessary). If a SOW WHEAT card is drawn, add 3 wheat tokens to each Wheat tile in play, but only if that tile is completely empty of wheat tokens.

Discard this card to the bottom of the current Demand card pile when you are finished. The players now resume taking actions, beginning again with the new First Player and continuing clockwise.

A Demand Card Is Drawn

AFTER the initial Round of play, the FIRST DEMAND CARD will be drawn. It will remain face-up until a new Demand is drawn on a later Round. Players will be aiming to collect Goods of this type (or types) to gain the favor of the King.

Whenever a Demand card is drawn (anytime after the first Demand is in play) it is time for the King to collect Goods from players based on the offerings they have made on their Offering Card. The King wants the Goods shown on the current Demand (not the new one drawn).

In order to gain points, a player must have offered at least ONE of the desired Good or Goods. Each player will now count up the number of eligible goods on their offering cards. The player offering the most of the desired Good or Goods receives favor points equal to the number indicated for 1st place for that round, the second most gets the points for 2nd place for that round, and the third most receives the 3rd place points. (In a 2-player game, no 3rd place points are awarded.) Score these points on the Scoring Track.

If multiple players are tied, the points for their position are added together with the points for the next lower position and then divided equally (rounded up) between these players.

After scoring, each player that was awarded points now hands over only the Goods that earned them points, placing them back into the common supply. All other Goods on all Offering cards go back into the players' personal supplies. Note: In the case of a Demand that asks for the most of 2 different Goods (one OR the other, not both), the type with the highest amount is always used for scoring and is then returned to the common supply. If the 2nd type of Good was also present, it returns to the player's personal supply.

A Closer Look at the Demand Cards

Each Demand card specifies exactly what the King is currently looking for. Sometimes the King wants only 1 type of Good, or a combination of 2 different resources, 1 of 2 different resources (but not both), or the most total resources.

Sample Demand cards:

  • The King wants the MOST Gold.
  • The King wants the MOST Silk OR Spice (one or the other, not both). You may Offer both, but only highest is scored.
  • The King wants the MOST Peacocks AND Stallions (all one kind or both combined). Combined total: you may offer one, the other, or both.
  • The King wants the MOST Total Resources (except Wheat).

Start a New Round

When a new Demand card has been drawn, and after all points for the current Demand have been scored, a NEW ROUND BEGINS! The Round Marker is moved over to indicate the start of the next Round. Note that the points awarded for 1st, 2nd, and 3rd place increase with each Round. Place the newly drawn Demand Card on top of the Demand which was just scored. Resume play with the new First Player and continuing clockwise.

Game End

When the End card is drawn, it is time to score the 5th and final Demand card. Afterward, players add 1 point for each 5 total Goods they had at the end of the game (they don't have to be the same type, but don't return them to the stockpile just yet!). The player with the most points is declared the winner!

If there is a tie, it is broken by the player with the most total Goods remaining. If still tied, the tie is broken by the player with the most wheat remaining. If still tied, the victory is shared.

Shuffle the pile of Demand Cards face-down and select 5 cards at random. Set these aside and return the remaining Demand Cards to the box. They will not be needed in this game.

  • Shuffle the pile of Replenish cards and then deal out 5 piles of 3 cards each, face down. Return the remaining cards to the box. Now place 1 of the set aside face-down Demand cards onto each of the first 4 piles, and place the End card (also face down) on top of the 5th pile. (There will be one face-down DEMAND card remaining.) Shuffle each of the piles separately and then stack them together into a single deck, with the pile containing the end card on the bottom. Place the single remaining Demand card on top of the deck.

  • The youngest player will go first. Give that player the First Player Token. You are now ready to play!
