Can I use tiles in other players' villages, and in winter?
The Production section allows tiles in other villages and the current season's tiles.

Yes. You may place workers on a tile in any village, and on the current season's tiles in the auction area, in any season except that no auction tiles are used in winter. The only downside is that the owner keeps your workers and may score them.
