Must all workers on and around a tile be the same colour?
Bidding rule 2 and the Production section require matching colours.

Yes. Once any worker is on or bidding for a tile, every other worker placed there, for bidding or for use, must match its colour. A single worker on an untouched tile may be any colour, but a group on an untouched tile must be one colour. Certain summer boats are the exception.
