Can I pass and still take another action later in the same season?
The designer confirmed it, and the Start of season section says the season ends only when all players pass in succession.

Yes. Passing does not remove you from the season. Play continues clockwise until every player passes in succession, so if anyone acts after your pass you may act again, for example to bid, add workers or move outbid workers.
