Can outbid workers go into the bag as payment for an exchange (Fair, Peddler, Store, Tavern)?
The designer ruled on it, and the second-edition rulebook wording agrees.

Yes, but only when a tile's exchange calls for a worker to go to the bag, in place of one from behind your screen. The whole group goes in together and you may overpay, but you get only the normal return. They cannot be bagged just to relocate a bid. The second-edition rules state this explicitly.
